Jim Leach mechanical repeatedly failed to respond to my request for supporting documentation involving the cost of supplies used in the water project on my property. I raised this concern because the cost of the supplies they charged, in my opinion, far exceeds the actual cost. Therefore I asked for supporting documents which they have refused to provide. I have paid their invoices in full, however I believe there lack of transparency is in violation of the " Consumer Protection Act". In addition, they billed me for state sales taxes on supplies that, I believe far exceed the actual cost. They did adjust their billing for the cost of trenching for the new water line. There estimate for trenching 120 feet was $1200. They actually trenched less than 30 feet. Therefore they provided a 10% discount. Doing 75% less trenching, I believe, is worth more than a 10% discount. Consequently, I requested to see a copy of the rental bill for the trencher because I know the rental cost for the trencher would be unchanged, however the amount of time trenching would be significantly reduced. Again they refused to provide that information. The whole bases for this complaint centers around Jim Leach Mechanical's failure to provide the requested information which in turn would allow the customer to make an informed decision. I do have several letters I sent to Jim Leach Mechanical regarding this matter however I was unable to attach them to this document. Thank You for your consideration. ****************************

    Business Response

    Date: 05/15/2024

Upon doing our work at the ****** residence, we received a signed estimate approving us to do the work. At any time, the customer could have backed out of us doing the work. We had multiple conversations with the customer prior to doing the work. They agreed to the work being done and even submitted a down payment. Less trenching was required for the job but we still had to pay the complete price of renting the equipment in order to do the job. The discount was given as we did not use as much material as we originally quoted. The amount of labor quoted for the job remained the same and that is why the cost of labor did not change. And I still have not received payment in full as ****** has stated. There is still an amount due of $1,060.12. We have been very cooperative in trying to attend to this matter but the fact remains that we still went there, we still did the work and there is still a balance due to us for the job.

My check number 4757 in the amount of $1,060.12 was mailed to Jim Leach Mechanical on 5/12/2024.  Therefore the balance is paid in full.

Yes, Jim Leach Mechanical provided a discount, which I appreciated. However sometimes their responds stated that the discount was because they used less materials and some times their responds states the discount was because of less labor.  Which is it???

Their estimate for trenching 120 feet was $1200.  They actually trenched less than 30 feet.  So was the discount for that part of the job?? It would seem appropriate to provide a discount for trenching 90 feet less than estimated.

If the discount was for less materials that would mean that no discount was provided for trenching 90 feet less than estimated.   Why not??  Also, if the discount was for materials then the amount of sales taxes should also be reduced.  The cost of materials in their estimate was $943.52 with sales taxes of $56.61. After checking with several suppliers I have good reason to believe that their estimate of materials is grossly over stated.

All of this started after they sent invoice #**** dated 4/8/2024 with inaccurate information.  When I requested a copy of the permits for doing the plumbing work included on the invoice, I was told they did not pull a permit for plumbing and removed that cost from the invoice.  The invoice also stated they dug a trench 120 feet. Both were inaccurate. They did send a second invoice(same number) with corrections.

Therefore I requested to see copies of the actual receipts for the materials and the rental cost of the trencher which would allow me the opportunity to determine the accuracy of their billing.  They refused to provide this information.

This is some additional information to add to my written remarks given earlier today.

The invoice sent by Jim Leach Mechanical originally stated a cost of  $410.00 for "permits & Inspections" for the plumbing work.  Why did they not get a permit??  Are they required by *********** to get a permit and failed to do so??  This is why I begin to wonder what was going on with this contractor.
