I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this proposed action would not resolve my complaint.  For your reference, details of why I am rejecting this response appear below:

[You must provide details of why you are not satisfied with this resolution. Please type details here:]

this was the response I received from them directly. I have contacted the **** of Education and they have indicated that eastern Michigan did not follow protocol. They also stated that since the loans were canceled, which indicates eastern should not have taken any type of funds from me. This is aside of someone using my identity with MY PERSONAL INFORMATION, to take classes and take out loans through eastern. You asked for documents to do what with it? If my identity and personal information was stolen and used, dont you think the information used will match my personal information? Common sense would say so.

I do not have a copy of my highschool diploma, birth certificate. I can provide my ID and social security.(even though it was used to apply for loans by someone else).

      *******,
Since you have other agencies, the *********************** and others, looking into this, I will let them proceed with their research. If they need information from *** they will notify us. That being said, I will not investigate this further on my end. If you have submitted this type of documentation to them, they will contact us to see what we have on file.
Originally, I requested this information from you to see if it matched what we had on file. However, if there are other federal agencies researching this and reviewing your case, the documentation does not need to be submitted to ***. Please move forward with the other agencies.
Our office will wait for the *********************** to contact us with their request. Any further requests that you make to have our office review your file will not be responded to.

      Thank you,

im through different bureaus and I will be filing a lawsuit regarding the amount they took from me. I want to make it clear again, I have not applied to EMU or have gone to school at ***. My information and identity was stolen and used to apply for such loans. They have been careless with this issue. They took money from me that was not supposed to be taken. I am a victim of identity theft and EMU have not helped me resolve this matter at all. I have been disrespected by them and have been given the run around every single time. I want my money that they claimed I owed. Someone used my information to take classes and I have been harassed by *** and their agencies for years. I have felt threatened by them with their letters and their agencies that have reached out. I have disputed this issue many many times. They have been aggressive and have made me feel uncomfortable rather than feeling safe, given that my identity was stolen and EMU allowed the suspect.Regards,******* ********

Per our prior response, if the individual is able to provide us -- through our secure portal -- with the documentation we ask for, we will be able to further investigate their claim of mistaken or stolen identity. But without such ID verification, our investigation must be limited to the information we have on file about the student, namely, that the student did enroll, then un-enrolled, and owes the university money for a refund that was provided to them. The individual can check their loan history on their ************** account. All federal aid is tracked by social security number and verified by the federal government that the name matches the ***. There is no indication that the federal aid that was applied for was not from the individual. If they would like to submit additional information to our ********************* we would be happy to research this further. As noted previously, we would need the following items:

      Copy of Social Security Card
Copy of *********** Diploma or Transcript
Copy of birth certificate with parents names
      Copy of current driver's license

The individual can submit all documents through our secure Document Submission Form located ****************************************************************************************************************************************************************************************************

      Better Business Bureau:

I have reviewed the response made by the business in reference to complaint ID ********, and find that this email is invalid. I have not received any correspondence from ***. I check my email regularly. I have stated and filed reports stating that this account and any accounts or any loans from ***, does not belong to me. Someone used my information to retrieve a loan from ***. I have sent all documentation needed. *** have not helped with the issue. There was no refund given to me. Only threats and consistent run arounds from *** employees. There was no previous follow up. This is the consistent false information that EMU states. No files have been reviewed. No thorough investigation was done. *** stated previously after calling 3 different departments, emailing multiple times, that they cant do anything. They gave me 4 or 5 different explanations and stories about what is going on. I have emails and recorded phone calls on how poorly *** have handled this. I will be filing another claim through different bureaus and I will be filing a lawsuit regarding the amount they took from me. Business Response

      Date: 11/21/2024

      Hi Rachael,

Thank you for the follow up. I checked with our financial aid office who worked with the individual. They emailed the individual most recently on Oct. 31, 2024, with the following message (in italics). They have not received a further response from the individual or received any of the documentation requested. Please let me know if there is additional information that would help you resolve this matter.

It is our understanding that you have received a response from the parties involved at Eastern Michigan University, the Office of the Ombudsman and Student Business Services.
You do not have a loan that is owed to EMU. When you dropped all but one class, the loans were removed from your account and sent back to the federal government, but since you received a refund from the loans, you owed the refund back to the University. You remained enrolled in one online class and completed it with an A grade. You can check your loan history on your ************** account.
All federal aid is tracked by social security number and verified by the federal government that the name matches the ***. There was no indication that the federal aid that you applied for was not you.
If you would like to submit additional information into our office, we would be happy to research this further. We would need the following items:

      Copy of Social Security Card
Copy of *********** Diploma or Transcript
Copy of birth certificate with parents names
      Copy of current driver's license

You can submit all documents to my attention through our secure Document Submission Form located here.
