      Pulver Towing sent me a letter a few weeks back regarding a car, 2011 **** Explorer, they had towed to their yard since I show as the registered owner. I informed them I had sold the car and had no interest in it. A few days ago they send me a certified letter trying to collect their fees. When I called they tried to tell me I am responsible to pay the charges. Minnesota State law says nothing to the effect. The vehicle should be considered as abandoned/junk and the law provides they are able to sell it to obtain the payment for services they rendered.I would like them to cease and desist from this unethical practice of trying to collect from me when I have already waived interest in this vehicle.

      The Law in ********* states that the towing authority must send first notice within 5 business days upon taking the vehicle into impound. The law also states that the towing authority must send a second notice by certified mail if the vehicle is not claimed within 30 days of the date of impoundment. Only then can the towing authority (Pulver) claim the vehicle and sell or dispose of it after the 45th day of impoundment. The notices must be sent to all known owners including lien holders. As **** stated she sold the vehicle and the buyer failed to transfer the registration - How would the towing company know who to contact if the sale of vehicle was never reported - the answer is there is no way to know. That is precisely why the towing authority has access to the ** *** lookup (** DRIVE) to determine the owners and interest in the vehicle. Had **** followed the law and reported the sale as required under Minnesota law the ******* report would have stated that the vehicle was sold. It is on the buyer to transfer the registration within 21 days however it is also on the seller to report the sale within 10 days under Minnesota law. The seller had multiple options to report the sale 1. The registration card has a removable tab that can be mailed into the *** that has the buys information on it.  2. The seller can simply go online and report the sale to the *** free of charge. 
      Because neither the seller nor the buyer met their required legal obligations under the law the seller is still the documented owner of the vehicle and still liable for the charges owed until they produce a bill of sale or other that would relieve them of their obligations. What **** fails to mention is ** Statute 168b.087  

      Sorry to hear about ****** frustrations. Pulver is required to follow the statutes of the law in the State of Minnesota.
