In October 2024, we returned our leased vehicle to *************, which was financed through Central Bank. Today, March 1st, 2025, we received a letter from an attorney demanding payment for personal property taxes that Central Bank paid on our behalf. This is the first correspondence we have received regarding the outstanding personal property tax. My husband **** checked our Central Bank online account, which showed that nothing was owed. Why were we not issued a bill prior to this letter? We have now been informed that we need to contact a collection agency to make the payment. We will do so on Monday, March 3rd, but we are insisting that any negative reporting be removed from our credit score. If this affects our credit score negatively in any way, we will file a complaint in court to seek compensation for any damages that have occurred due to this oversight.

      RE: Complaint ID- ********

      To Whom It May Concern,

The following is in response to a complaint submitted to the Better Business Bureau ("BBB") and received
by The Central Trust Bank (Central Bank) on March 1, 2025. This complaint concerned outstanding
      Personal Property Tax (PPT) due.

We understand you returned your leased vehicle to the original dealer in October, and pursuant to
Missouri law, the property tax is assessed for the entire year if you are in possession of the vehicle on or
after January 1st. Central Bank pays the assessor and assesses the *** to the lease account. Since the
2024 PPT was not assessed to your account until 2025, as of November the account did not show any
outstanding amount owed. We apologize if the bill did not arrive in the mail, and we can assure you that
we do not report property tax delinquencies to the credit bureaus. We are simply asking you to
reimburse the bank for the assessed amount the bank has paid on your behalf.

Because responses are publicly posted on the Better Business Bureaus website, we provided a response
directly to the consumer today, including specific payment information or amounts in connection with
this complaint along with outstanding PPT due.

If there are any further questions or concerns, please feel free to contact me.

      Thank you,

The following is in response to a complaint submitted to the Better Business Bureau ("BBB") and
received by The Central Trust Bank (Central Bank) December 3, 2023. This complaint concerned
frustrations the customer has with credit reporting status after loan payoff.

Per our records, this loan paid off on 11/02/2023. Central Bank sends the electronic file monthly to
update credit files with the three major credit reporting agenciesEquifax, Experian, and Transunion.
The file is sent after processing the last business day of each month. We confirmed that the file
provided after 11/30/2023 processing reported this loan as Paid/Zero Balance. It is the responsibility
of each reporting agency to update their records with the information we provided in a timely manner.

On 12/17/2021, I entered into a consumer credit transaction with a marketable security in the form of a Retail Installment Contract with GRD Imports, Inc d/b/a/ ******** **** ** ******** *** ********** regulated by Missouri state laws and federal laws, Regulation AA, Regulation B, TILA, Regulation Z, the Federal Trade Commission Credit Practices Rule, FDIC, Department of the Treasury and the IRS. The RISC was assigned to Central Trust Bank who entered into a Promissory Note with GRD Imports, Inc. and assigned security interest of my vehicle to Central Trust Bank. Central Trust Bank acting as a servicer has failed to follow lawful protocals of a Promissory Note with collateral attached for more than one year which is to provide proof of Surety from the Secretary of State of Missouri that protects the transaction and provide me a signed copy of the Promissory Note. Both Central Trust Bank and GRD Imports were sent a revocation of security interest and a Notice of Dishonor of security interest. As well as I requested Billing Error Notice from Central Trust Banks in an effort to that Central Trust Bank properly validate this Promissory Note according to the Patriot Act as regulated.

The account was opened as a loan. Central Trust Bank has had me under duress and threat of repossession of the security collateral if I do not transfer federal reserve notes or floating rate notes by Electronic Funds Transfer Act monthly for satisfaction of principal and interest to Central Trust Bank fraudulently in flagrant violation of 12 U.S. Code § 582 which is a federal crime for a financial institution to make such a request. I have requested under oath for validation of the Promissory Note with the bank according to GAAP principles and in good faith allow me to properly Tender the bonds through the Treasury but Central Trust Bank has willingly failed to follow the law.

      Customer Answer

      Date: 10/06/2023

Central Trust Bank has continued to willfully and flagrantly violate my consumer rights by not providing the required disclosures and documentation regarding this loan.  There was a fraudulent noting of the lien in this transaction in order to induce fraudulent security interest when the RISC was sold to them from GRD Imports.  I have a Bill of Sale that says nothing about this bank and I didn't find out they were on my title until I went to apply for disabled tags.  If I am the alledged debtor of this loan, why would Central Bank and Trust a wire transfer agency of the Treasury not send the monthly checks and bonds to the Treasury as I requested?

Be advised that I requested accounting via
CFPB and certified letter of the Promissory Note 25765698689 according to GAAP and
GAAS from Central Trust Bank’s public and private side according to 12 U.S.
Code § 1431 (Powers and Duties of Banks) in accordance with the Federal Reserve
Banks Operating Circular No. 10 regarding Lending effective July 16, 2013, as attached
      for reference.

Also, requested in my August 22 complaint
to the CFPB, I specifically requested the following additional information regarding
the above-described secured negotiable instrument, Promissory Note in which said
information was omitted and my previous requests ignored.  It was again ignored in your September 27,
2023, reply to the CFPB.  I requested the
following disclosures regarding the Promissory Note according to your role
under Title 12 of the USC § 1431:

A copy of the original signed Promissory Note *********** signed by the Borrower and the date it was signed showing the endorsed check and deposit according to GAAP and GAAS.
A thorough and full accounting of the Promissory Note from the public and private side of the bank according to GAAP FAS133, FAS5, FAS95 principles along with the Promissory Note’s assigned CUSIP number from the Treasury Department.  If this Promissory Note is being sold publicly on the NY Stock Exchange as a security package or mortgage-backed package to secure funding for the bank, include those details as well.
Please provide the daily interest rate for every bond, debt instrument and floating rate note that has been applied to the Promissory Note sent via Electronic Funds Transfer since 1/1/2022.  Daily as well as quarterly.
Please provide the applied monthly debt interest and principal.
What is the rate type of this marketable security, Promissory Note?
Please include a copy of all details reporting to the bureaus regarding the borrower reporting on this loan.
Please note, Central Trust Bank acquired a
marketable security in the form of a RISC from GRD Imports, Inc. with attached
security interest that was converted it into a Promissory Note, I have sent you
a total of 13 bond checks for remedy of this account by registered mail from
the United States Post Office in their proper form UCC § 3-603, and to date, Central
Trust Bank has willfully and purposefully not credited those checks to the Promissory
Note accounting GAAP AP/AR but did not return any of them which totaled $19,500.
       Section B UCC § 3 603 “If tender of
payment of an obligation to pay an instrument is made to a person entitled to
enforce the instrument and tender is refused, there is discharge to the extent
of the amount of the tender, of the obligation of an endorser or accommodation
party having right of recourse with respect to the obligation which the tender
      relates.”

Again, I as the alleged beneficiary, I am
requesting that you please properly remit and wire the Bonds and the original
Promissory Note to the Treasury Department to the following account:

      TREASURY DIRECT
      ABA Number:  *********

      Account Number not disclosed.

Please update the Promissory Note to
reflect the principal and dividend interest to be noted on the account in the
amount of $19,500.  Further be advised
that the security interest in the vehicle has been revoked and a copy filed
with the Revenue Office and the Secretary of State according to 12 CFR § 226.15
      and Regulation Z.

Please cease and desist all communications,
harassment and abuse in reporting and defaming me to the bureaus without my
consent.  I dispute the validity of this
debt and until such time as this matter is properly disposed of you, your
agents nor assigns have my permission to use my social security number as
identified in the Fair Credit Reporting Act of 1970 and the Patriot Act for any
reason including opening accounts, securing loans, perfecting security interest
or reporting purposes.  You do not have
my permission to be in possession of any of my personal identifying information
for any reason or filing any documents ex offico.  I have not given Central Trust Bank
permission to open a personal account with your bank for any reason.
