    The owner of 221 Construction ****** ************** met with me at my residenc. I provided 221 Construction with the desired plans for a home remodel which included the removal of a load barring wall, new plumbing, and new walls and fixtures. I repeatedly stated that the budget was $35,000 and asked 221 Construction if such a project could be done for that price based on the engineering concerns. They responded that if I were to agree to move the plumbing from the initially desired location to a location that would require less construction, then it was reasonably within that budget. They later communicated that first plans would need to be drawn and approved by the city before the project could begin. The cost for the plans was $4,000. The plans would be for everything that was needed to attain approval from the city. 221 Construction provided two individuals who drew up a floor design. The design did not include the cost of materials or the engineering requirements for ceiling support or plumbing. I asked for the itemized cost estimate. 221 Construction refused unless I would approve the floor design. I approved the floor design only. 221 Construction then provided an overall estimate of the entire project, including the engineering requirements, that was about $73,000. I asked for an itemized estimate to determine what was causing a significant increase in the estimate. I asked to get the complete plans that included the engineering which was not provided.
    221 Construction never provided complete plans including engineering and plumbing that could be approved by the city. 221 Construction never provided itemized cost to the plans. The documents 221 Construction provided as plans did not include materials that were necessary for support or plumbing, and did not include the cost of materials or labor.

    In the end, it was a classic example of a bait and switch. I believe they never intended to do any work and charged $4,000 for plans that are not feasible.
