    The consumer had a verbal agreement with Ebel Construction (contractor) to install pre-finished engineered hardwood at residence in ******, **. Prior to commencing installation, the contractor was provided with the materials installation sheet and explicit instructions about installation requirements (e.g., acceptable temperature, humidity levels). The consumer was unable to supervise the contractor's work in person but was able to check cameras to check status of work. On 02-Apr-2023, the contractor provided the consumer with an invoice for an amount due of $7,033.88. The consumer paid the contractor the full amount of $7,033.88 via wire transfer on 21-Apr-2023. On 25-Apr-2023, the consumer was alerted by an unrelated contractor that the floor installed by Ebel Construction was "buckled, delaminated, and defective." Subsequently, the consumer immediately contacted the contractor. **** stated that he saw some of the wood "buckled" as he was installing it, but it never occurred to him to notify the consumer before payment was remitted. The contractor blamed the floor manufacturer (Hallmark) for a defective product, so the consumer requested an investigation and warranty coverage by Hallmark. After completing a thorough investigation, the Hallmark claims adjuster concluded that the contractor improperly installed the flooring. Consequently, ******** refused to honor any warranty. Since that time, the consumer has repeatedly requested the contractor to reimburse the consumer for both the cost of materials ($10,000) and labor ($7,033.38) but has been met with fierce refusals. On 30-Jul-2023, the consumer requested the contractor to file an insurance claim on his commercial liability insurance. Despite multiple requests for the contractor to file an insurance claim, the contractor has not responded to calls and text messages. Finally, it is important to note that the contractor has always portrayed himself as a licensed, insured, and bonded contractor.
