    Date of the transaction: Jan 2, 2023 The amount of money paid to Internet Scoping School (ISS): $2,153.00 This business actually only provides guidance on how to get into the Scopist Career field.The services provided by ISS were not instructor led courses, which is what I had expected from a 'School', additionally I had to rely upon outside 3rd party resources at an additional costs. Since I was not learning anything other than guidance to 3rd party educational websites, I filed a dispute with ISS on Feb 27, 2023 asking for a full refund. However, ISS agreed to a refund amount of $1,630.74. As of 05/08/2023 I have not received a refund and the dispute has been closed since Apr 3, 2023. Receipt #****-****

    This womans name is actually *****************************; **************** is one of several aliases she uses.  According to a background search I did on line, she has had numerous bad check charges filed against her and has declared bankruptcy three times, so this type of behavior seems to be her MO.  She signed up for Internet Scoping School and took the introductory course, Scoping Fundamentals, so she knew exactly how the course was taught.  The methodology is also explained in the introduction to the course which I copied her on.  She accessed all of the lessons in the Advanced Punctuation section and stopped short of taking the final exam. 

    Then, without ever saying a word to me, ***** filed a dispute with her bank,saying *** was not a school and the material she had received was faulty and seeking a full refund.  This, despite the fact that *** is the best-reputed, longest-running scopist training course on line and has trained hundreds of students.  According to the *** Terms and Conditions, we rarely issue refunds, and if we do, they are given at the total discretion of the instructor me.  She also violated the Code of Conduct (see attached document).  

    When I confronted her about her history, ***** was very rude and informed me she was blocking me, thus ending any negotiations.  She told me she only reviewed the content of the punctuation section and shouldnt have to pay for it since she didnt take the test.  I told her, according to our contract, if she accessed a section in any way, she would be charged for it because I cant take back the material she learned.

    I offered ***** a partial refund and she did not respond.  Before I ever was notified that the bank had found in my favor, she emailed me that her bank told her she was accepting the partial refund and that I had five to seven days to refund her which I learned was not true.  ****** informed me that the bank had found for me and that it was up to me to decide how to handle it.

    I do not ever tolerate abusive and degrading behavior from any student, and if they choose to act in such a way, they are expelled with no refund (see attached document).  ***** should have talked to me about her desire to drop out of the course.  Her behavior was extremely unprofessional and insulting, so I therefore decided not to refund her anything which is my right and spelled out in the Terms and Conditions.  When asking for favors, nice people get a lot further than nasty ones.  I stand on my decision.

    I am rejecting this response because: 

    I have provided email documentation to BBB showing the agreed refund amount between ISS and myself. I have attempted to professionally resolve this matter with ISS, however just like in their response I was personally attacked with false accusations. I shouldnt have to defend my character by proving them wrong. This is strictly a business service that I was unsatisfied with, and I understand that ISS is upset about having to partially refund me, but it doesnt give them the right to attack me personally or allow them the right to not stand by their decision to partially refund me back per their provided emails. If this is how ISS operates when someone requests a refund, then its an act of disservice.
