    I saw a ******** ad for screened-in rooms from "A Rustic Look," owned by **** *****. I looked at his website at ********************************* and it seemed very reputable. I started communicating through FB Messenger and set up a date for **** to come out to build a 10 x 10 Screened-in room at the back of my house. Upon arrival on 10/21/2024 we agreed on a price of $3700 and I paid half up front. I asked **** if we needed a building permit, and he assured me that we did not since the room was less than 12 x 12. I don't think he was intentionally lying to me, because according to the ******** *** a room that size in the middle of my yard would not require a permit. However, because it was going to be right next to my house (though not attached) it WOULD. Admittedly this does not make a lot of sense, so I dont blame **** for not knowing, but he didn't call to find out. I called ******** *** to verify, because I wanted a clean conscience, and I wanted to make sure the room would be covered by insurance as "permitted". We were also planning to add an electrical, and I just suspected that anything electrical would require a permit.After finding this out, I asked **** to stop the work. At this point, he was about half finished. He did stop and assured me he would work with me to get plans together to submit for a permit. I found out that **** was not a licensed contractor, but that we could still get the permit if I got it myself. I just needed him to get me the plans. He finally got me some drawings and I submitted the plans to with the permit forms. I heard back that they needed more details, and it appears we might have to raise the structure up to place footers (requiring more work than anticipated). I was able to get back in contact with him once about this and was told he would get me updated plans but has yet to do so. Now he no longer will return my calls, texts, or emails. Therefore, I have a half-finished structure on the back of my house and am out $1850.
