Contractor found through ****. ******* and associate visited property to assess and provide estimate. On 10/29/22 the contractor provided itemized contract. Contractor advised the process would be 5-7 days to complete. I signed the agreement and wrote a check for the deposit of $2800. The contractor and associate cleared yard of trees excluding some tree stumps. From then, the job was extremely prolonged by contractor as he constantly made excuses why he could not proceed, mostly his personal life matters. The same growth had to be cleared 3 times as it was overgrown due to inactivity. Eventually he dug the footing for the retaining wall which sat for 6 months. It was then filled and contractor had someone he subcontracted for the retaining wall come survey and provide estimate. The subcontractor and contractor agreed to $6000 for retaining wall labor. The contractor asked that subcontractor be paid directly, which they requested payment by personal check. Contractor requested payment made to himself in the amount of $1200 for materials by cash app paid 08/07/23. Work was prolonged as contractor stated he was unable to find block for wall w/ what remained of $1200 he requested . Contractor dropped off used materials he sourced and the sub contractor completed 90% of retaining wall in three days starting 09/18/23. The subcontractor had to correct area on one side of wall footing to complete the wall resulting in labor and material costs of $600 to subcontractor. The contractor never mentioned having obtained permit or structural engineer inspection. I arranged city employee structural engineer inspection on my own, as contractor refused to. The work failed inspection as the footing was improperly done and wall not filled. The contractor stated he is unaware of when he will return to continue what he believes to be passing work. Inspector advised **** needs demoed & built to code. I am requesting refund of all monies I have paid and cost for needed demolition.
