    On 8/28/24 I paid $8000 to ***** ****** at Right Electric in ******* to begin work on a complete demo of existing electrical circuits in the house and a complete rewire including new breaker box. At this time I believed, as a licensed electrician, he was in charge of pulling his own permit and scheduling his own inspections. His contract explicitly states that payments were due in response to rough inspection and final inspections taking place. He did inquire with our general contractor whether he could attach to his permit, but in ****** this is not the way it works. I spoke with the Chief Electrical Inspector for Durham on Friday and he affirmed this. He also said no electrical work should have taken place, and no money exchanged, without a permit being pulled by the electrician. Upon realizing there was no permit, I contacted ***** ****** who took no responsibility for this and blamed the general contractor. At this time, he also did not agree to pull his own permit in order to correct the mistake. This is the primary complaint. Additionally, he agreed to put in several extra outlets for no addition cost, yet sent me a bill for an additional $1500 for work which was also not completed. He stated that additional outlets were in place that were not (TV quad and wall outlets) and additional runs were in place for the crawl space sump pump, HVAC system, and tankless hot water heater. I saw no evidence of wires being in place for these runs and took pictures when I inspected. At this point, we are not ready for rough inspection, nor do we have any agreement that he will correct the permitting issue and complete the work to standard. He is taking no responsibility for any of these issues. I don't believe I should have paid him the $8000 before he obtained a permit and the initial scope of work is incomplete.

    This matter has been resolved with the customer as follows:  1.  Permitting Resolved- It's standard practice in most all jurisdictions, that when a General Contractor is involved, the ** simply adds the subcontractors to the building permit.  Therefore, our company excluded permitting on the estimate and then provided our license# to the ** on 8/29/24 and asked him to add us to his building permit.  The customer was copied on this email as well.  The ** replied back, affirming his receipt of the request and made no mention for us to pull a separate permit.  However, this particular jurisdiction requires a separate stand alone permit from each sub contractor.  As soon as we were aware of this change, we immediately pulled our own separate electrical permit and notified both the Chief Inspector and the customer.  Permitting resolved.  2.  Change Order Resolved- It's not unusual or unreasonable for customers to make changes as a project progresses and we have no issue with accommodating those requests. Since these changes come about after the estimate is signed, they are then billed separately as a change order to the estimate.  To avoid issues, our estimates state that any work not shown on the estimate will incur additional costs.  In recent discussion with the customer, he felt there was a verbal implication by the technician that our company would include extras at no additional cost.  *********** has since addressed the changes to the scope of work and come to an agreement on what the customer will pay and what the company will remove from billing.  Change order resolved.  3.  Electrical runs resolved- All runs were indeed completed as we previously notified the customer.  To ensure he was aware of this, our technician met him on site and showed him where all runs were located in the crawlspace and also walked through everything on site to answer any questions the customer may have.  As the customer had stated in his November 23rd email...he had been very happy with our company and the work we had done.  He stated that we had been a 5 star contractor up to that point and he hoped that would continue.  All issues have been resolved with the customer and the project is moving forward.
