    I hired Miguel to rewire my home back in June 2023. He led me to believe he was going to pull a permit but I recently discovered he did not. I called the Cleveland ************************ and had them come out to inspect my home after making Miguel take out a permit for the electrical work. Miguel did not respond to my text or voice mail messages (reason I had to get the county involved). It wasn't until I contacted the inspection office that Miguel finally reached out to me to schedule inspection. The inspection office supervisor called two outlets that needs replacement. This inspection took place on 8/25/23. Miguel's instructions from the inspectors office was to hire a licensed electrician and to schedule a date/time convenient for the homeowner (me), but he has not. I sent Miguel a text message this morning as a reminder. Miguel said he would call me today or tomorrow to let me know what time. I told him that he needed to have something scheduled where it would be convenient for me because I have a number of things scheduled, but he told me "It doesn't work that way! I will let you know when/what time tomorrow. I repeated the fact that I already have appointments for tomorrow, and I really need to know. He repeated... I WILL LET YOU KNOW WHAT TIME TOMORROW." I also mentioned to him that I will need to know the name of his licensed contractor, and that they MUST be state licensed in **************. He said that I was being difficult. I told him, on the contrary that he was and has been most difficult, irresponsible and disrespectful towards me for several months now. He told me "he wants me to GO AWAY and never hear from me again. I see that as a threat. Miguel told me he was a licensed general contractor, but I am now doubting that fact. Miguel only lives two houses down from me. I would like to file a complaint and see results asap. I have also called the ********* Mgr to complain that the inspection office is not really following up

    Please read the attached letter and the attached paperwork. Also ************* has contacted us earlier this week and we have an appointment set for 9/29/2023 at 10:00 AM to finish installing the gcfi outlets. The final inspection is also scheduled immediately after the work is completed.

    I am rejecting this response because:

    It was Miguel who offered to install 4, but there's a standard code. Miguel solicited to me $3,200 for the doors/windows, but it quickly increased to $13k. I needed to have a new HVAC system installed during the dead heat of summer.  Miguel recommended someone he knew. I hired them.  They told me they had time constraints and wanted to get this installed before the weather got too unbearable for them to work, and for me the homeowner.  I told them to ask Miguel about his schedule because they needed the 240 wired before they could work and Miguel was ok. After he hired someone he knew to rewire the 110, my water heater caught fire.  I had hired a home inspector before I closed said that it worked.  After I had been in the home for only 2 days and the water heater caught fire. I called Miguel to come over to remove the element (we could not find it).  He came (he lives only 2 doors down from me) and removed the element, then left. The fire **** confirmed it was caused by the water heater.  I did have a home warranty and told Miguel that I would call them to see if it was covered (nothing shady about that at all). This could have been a real tragedy. I paid July 3, 2023 in full, before completion.  Once he received my check, he ghosted me for a month until I mentioned lawsuit. The county inspector gave instructions to Miguel move forward. Miguel never wanted to pull a permit but I insisted. I did not want Miguel or family members inside my home because of uncomfortable things he mentioned to me, so he remained outside.  The inspector called a couple of GFI's that were needed.  The county recommended that Miguel hire a different electrician (licensed this time).  I told Miguel about blinking lights in the home before the 220 was wired (this is not acceptable).Two MORE weeks of Miguel not contacting me to schedule this, i reached out again and said I would call my attorney.  Miguel immediately called me and said an electrician would be out the next day, but I said the morning time (11a) was NOT good for me. The next morning, at 11:10a they electrician showed up.  I told them that Miguel knew it was NOT a good time, but 2p was ok, Miguel lied to them and said that he (Miguel) had remodeled my kitchen/bathroom. When I told them that was incorrect, that Miguel rewired the home, they said they were not comfortable putting their license at risk for future issues. The electricians never returned. Miguel yelled at me on the phone and said that the scheduling does NOT work that way!  I will let you know when I can do this. Normally I would not pay upfront for work not completed, but he kept badgering me and he only two doors down .  After the 110 wiring was complete and he had the check in hand, he never reached out to me to complete the 220 wiring.  I immediately argued that the 220 wiring was to be included in the amount I had already paid him. Finally another electrician is scheduled after reaching out to Miguel after two weeks. I always have to make the effort. Please note that when the county inspector arrived the same day Miguel and his son, I asked the inspector if Miguel and his son had to be there and he said no.  I told the inspector that I did not feel comfortable with Miguel or his son in my home, especially after the way he has been treated me in a threatening manner..  One of the GFI's they installed did not pass.  The inspector had the electrician me to reschedule.  I am still waiting to hear back from the inspector about the third final appointment.  Today's finding: I was told they found a broken ground from the initial installers.
