Camel City is requiring me to pay for their estimate before I get to see the cost and scope of work. I'm not familiar with this requirement and find it to be unique and a shake down by Camel City. They neither told me verbally or in writing they would hold their estimate ****** until I paid. I requested that Camel City relent and show this account cleared but they refused.

Mr ***** is correct.  Our initial site inspection and expertise is free and when customers are not willing to sign a contract to move forward, we will often require a deposit as it takes time which is money to produce an estimate.  We do not charge a trip fee as many small businesses do just to come to the home.  If the customer does choose to move forward with our services, we credit or subtract the estimate fee from the invoicing upon completion.  ************** initial call, he stated that he had pipe break in the wall, he had not called a plumber, he shut the water off himself, and wanted us to come out to assess and give feedback to the extent of the damage.  We performed this service for free.  The technician did not explain to Mr. ***** that in order to provide a detailed estimate there is a minimal fee that can be credited against the work invoice and this situation has been used as a training opportunity with not only the technician, but with the entire staff.  However, we were able work with Mr. ***** and his insurance company and performed the services required to mitigate his water damage.
