    Project to build a deck began September 2024. Homeowner and contractor agreed that contractor would submit application for a permit to Town of **********. Homeowner was adamant this be done for safety and environmental purposes (very dense neighborhood on a narrow street). Deck to be built on top of a covered porch. Roof to porch was removed to lower the pitch in fall 2024. No work done over the winter. In February I contacted contractor so get a work time table as I start using the cottage in April. In early April 2025 I was contacted by the Town Inspector that work was being performed without a permit. I called contractor same day and he reported that he had all of the necessary information and would present to town offices for the permit. A week later I received a certified letter re stop work order from the town. I sent this to Offshore and was told that the permit would be requested the following week. The town inspector requested to meet with me and contractor and we did this at the site on April 16th. The Inspector explained that we could finish the roof with once permit was submitted, but work could not continue due to no proof of adherence to 4 feet from the road guideline. A surveyor would need to be hired. If meeting the 4ft rule, a permit for deck could be submitted. If survey found not 4ft from road, I would need to request a variance from town at zoning board. If a permit had been pulled promptly prior to start of work I would have know what was needed and accomplished this over the winter. So I basically have a new roof on the porch where the deck was going to go. A new roof that I do not need as I am not currently allowed to build a deck. Additional issues have been constant delays in work, delay in reimbursement for work not done, etc. I asked for a write up of costs thus far due to me Monday 6/2/25. Contractor has not sent me anything.

    A variance was required for the deck, and we did not know that a variance was required to build up on a pre-existing structure when applied for a permit they did not allow us to pull a permit for the deck. It was a misunderstanding, the town Its just requiring a variance to approve the deck on the roof thats was demoed and framed for  a deck and rubber roofed its all set to go just need to get a variance. All work was completed  insided and trimmed out on Tuesday the 3rd of  June, when talk to homeowner we came up with a refund for the work that wasnt done. Offshore  is willing to pay a refund for  work that wasnt  completed, the roof is ready for deck just needs a town ******** to continue.

    I do not accept the business's response as a resolution to my complaint because owner ***** is not being truthful. It was not a misunderstanding. I purposely requested a permit in September which he did not apply for until the spring. He reached out via text today to discuss. I asked him (for probably the 4th time) for a write up of costs. He agreed last week to send this on Monday 6/2 but I have yet to receive it. I asked again today for it and he again said yes. He always says yes but does not deliver. Doubtful he will comply. He also stated the indoor work was completed. I will need to verify this. He did not mention the outdoor work that needs to be completed.

    I notified her via text message last yesterday at 11 stating that all the work was done inside and that I will have a cost of details and a refund sent to her later that night, which was sent with a refund of the amount Im trying to make things right and finish what needs to be done and give a A refund as requested, Things got carried away on the job and permit was delayed on my part with is a mistake on me  but ended up getting one for the roof. Im trying to make things right And give a refund and move forward and thats a ****** learned on my part.

    I do not accept the business's response as a resolution to my complaint because: owner of Offshore Builders ***** has yet to provide me with an itemized invoice for materials, etc.

    An inspection was performed yesterday but I have not been alerted to the results.

    There was outside trim work and gutter replacement that still needed to be replaced.
