      On October 26, 2022 at 10:05am, I placed an order over the phone with store owner, *****************, from Balloon World (BalloonPrime.com) in the amount of $250, which was the companys publicly advertised promo rate for all balloon ******* services (no restrictions). At said time, I explained to *** that the balloons were for my sons 1st birthday party to be held on November 19, 2022, so we wanted our balloons to look a specific way for the event. He told me to send him the balloon details/specs and I did so via text on November 8, 2022 and November 10th, respectively. Both texts specifically state the size of our custom banner that we wanted the balloons to surround and included our desired balloons and color/style. *** acknowledged receipt of my November 10th text and confirmed via phone that we were all set with my request. But the balloons that we received were not only too short for our banner (barely 10 ft.) but also not at all close to what we requested. I explained the issue to the companys delivery guy, *****, who said he would not have delivered the balloons if he saw the photo we sent *** in advance as he too agreed that the balloons were inadequate. He also appeared embarrassed. The venue and I spent at least 30 minutes trying to make the balloons look decent for our event which was starting in about an hour. It was an overwhelming experience as there was no way that we could order a replacement balloon ******* on such short notice so we had no choice but to use the one we received, which is unconscionable. On November 21st, I texted ***, explained the issue and asked for a full refund. He told me to send the last 4 numbers of my CC to his assistant, ********. I spoke with ******** on December 9th and gave her the last 4 #s of my CC. She said that she would confirm and issue my full refund by Monday, Dec. 12th. To date, have yet to receive the refund and called ******** repeatedly to follow up to no avail. I even left a message on her VM. No response.
