    Had a water heater installed on 10/21/2024. After installation, I paid the contractor, Tom Fi. an additional $410 to obtain the permit and to schedule and be present for the inspection. I reached out numerous times for updates: the first on 11/3/2024, then 12/14/2024, and 2/7/2025 and his response to each of those messages is that the Building Department had not gotten back to him yet and that he would let me know when they issued the permit so that he could schedule the inspection. I waited until 4/28/2025 to reach out again and this time no reply. I messaged again on 5/6/2025 and 5/22/2025 all without reply. I reached out once again on 6/2/2025 after checking with the Building Department myself and finding out that no permit was issued or inspection scheduled because no payment has been received. He replied to my 6/2/2025 message, saying that he would refund the money to me but can pick up the permit if available. On 6/3/2025, I ask him "what permit?" and he doesn't answer. On 6/4/2025, I message him to either ***** the refund or drop off a check. No response. I message again on 6/5/2025, telling him that I would like to quickly resolve this refund and that the Building Department has verified that no checks have been cashed. No reply. On 6/6/2025, I message at 8:12am asking him to please call me because I am at home to receive the check. No answer. I call him at 10:12am, he picks up and tell me that he is with a customer and will call me back. At 12:26pm, I send him a screenshot of the invoice fully paid from last year showing the $410 payment and reminding him that I need a call back today. Never called me back. Now I'm formally filing a complaint because he clearly has no intent to refund the money for the work that he did not do. I have a history of all the text message to prove my case.
