      I am writing to formally report a disturbing incident that occurred on June 30th, 2025, involving the For Less tow truck operator and the management of ******************************I have been a long-term resident of this community since 2006. I work from home and consistently park my vehicle in the same spot within the complex, displaying a valid handicap placard. Unfortunately, it appears the placard may have accidentally fallen, which led to an incident that I consider harassment, extortion, and an abuse of authority.Despite showing valid proof that I am authorized to park in that space, I was told that my vehicle would still be towed due to the placard not being visible at the time.The situation became even more troubling when the driver offered me the option to pay $200 in cash on the spot to release my vehicle, or else face a $400 fee to retrieve it from the tow yard. This felt like blatant extortion and is both unethical and illegal.I refused to comply and contacted the police immediately. The issue was only resolved when law enforcement arrived and intervened. I attempted to speak with the property manager to bring clarity and resolution. Rather than receiving support or understanding, I was met with interrogation and asked to resubmit documentation that should already be on file. I explained that I have parked in the same location for years without issue. Meanwhile, other vehicles continue to park in unauthorized areas such as fire lanes and no- parking zone.The property management does not answer phone calls or respond to emails. In addition, I was treated with complete disrespect by **** *****, a member of the office staff, who was extremely rude and unprofessional during our interaction.I feel unfairly targeted and harassed, despite being in full compliance with parking regulations. As a reliable and respectful resident of nearly two decades, this experience was not only stressful, but deeply upsetting and unacceptable.

      I reviewed video of the towing encounter and the Notice to Cease that was sent to you, and I have discussed this with the Rental Manager, her supervisor, and the owner. Here is what I have concluded as a result:1. No one from our staff called the towing company on that Sunday to ask to have your car towed. Our towing company does occasional rounds and had been instructed to tow unauthorized vehicles from fire zones and handicapped spaces, and it was during one of these rounds when they saw that a car without a visible placard was parked in that space. The video shows that when you came to the car you pulled the placard from inside your car and showed it to him. The law states that placards must be visible in order to legally park in a handicapped space, and yours was not. Had it been visible there would not have been a problem. The driver had every right to hook up your vehicle and to tow it if you had not showed up.2. State law does allow tow truck drivers to charge a "Drop Charge" when they have hooked up their truck to a vehicle and the car owner comes and asks them to release it. The Drop Charge is usually half of the actual towing charge. I personally saw this last weekend where a driver had to pay a tow driver to release his vehicle after it was hooked up. You were fortunate the owner of the towing company allowed you to get your vehicle unhooked without having to pay it.3. The police showed up after the tow truck left the property. Their presence had nothing to do with your vehicle not being towed.4. Towing is always a hit-or-miss prospect, especially during nights and weekends, as tow trucks typically only come at random times. Unless someone does call the towing company, a number of cars will get away with parking where they shouldn't at different times, but they know they are taking a big risk by doing so, and most will eventually get caught. We did suspend towing briefly while this complaint was being investigated, but have started up again. I expect you will see more cars stickered and towed in the near future.5. I don't know what you expected the Rental Manager to be able to do when you called and entered the office to "discuss" the matter. Since she didn't call the towing company she had nothing to do with it, and there really isn't anything she can do to help you if it were to happen again. We know that you have had a difficult relationship with our current and former staff members over the years, but that has nothing to do with how you are treated in comparison to anyone else. Your abusive and threatening conduct on the phone and in the office on that day was totally unwarranted and unacceptable, and we will not tolerate any verbal or physical threats or abuse of our staff at any time. ***** *******, Senior Manager

      You get a sense of helplessness living here. The management at my particular complex is unprofessional. It's like she doesn't want to do her job and when I call Corsa's corporate office to complain there is same sense of feeling helpless. Instead of trying to address the issues, they dismiss you and nothing is done. The water is shut off without notice, parking is limited to where tenants are parking in the fire lane because there is no other choice where tenants still receive parking stickers, and when maintenance requested there is no notice of when they will come, they just come in and leave. My car was hit in the complex and was told they don't know when they will be able to get us footage of the vehicle that hit my car. I was told that other tenants need her assistance as well. I then asked shouldn't you prioritize a hit and run and was told all the tenants are important. It is the most disheartening thing to hear such lack of professionalism. I'm hoping this is the beginning of some type of change.

We do strive for professionalism and clear communication in all that we do, and we're disappointed to learn that you've not had that experience. We do send out email blasts to everyone at the community when the water is being shut off and when required inspections are to be performed, but we apparently do not have your email on file -- please provide it to us so you can receive future messages. We understand your frustrations with the parking situation and we're working on ways to improve that. We do consider all matters important and try to assist all of our residents as best we can, and sometimes we cannot always respond to every request as quickly as we'd like.
