    I am writing to report a fraudulent and deceptive business practice by DC Motors LV, LLC (DC Motors), which is incorporated in ******. DC Motors appears to be the supplier of used engines for ******************** (QUE) in ******, *********. (detailed information is attached)On September 15, 2022, I ordered and paid a total of $3,245 to QUE for an engine that QUE represented would have ****** miles on it and would come with a warranty of ****** miles parts and labor. I was told the engine would be shipped on a pallet and be plastic wrapped. QUE engaged DC Motors to locate and ship to me a stripped and inoperable engine from somewhere in the ********, ********* area. The engine arrived on October 6, 2022. It was not wrapped in plastic, and it was on a broken pallet. It was missing everything but the block and heads. It was missing the intake, injectors, throttle body, harmonic balancer, water pump, all the electronics, spark plugs, and sensors. It is ***** and appears to have been pulled from a junkyard after it was stripped of parts and is worthless. DC Motors and QUE have refused to honor my warranty or issue a refund I have every reason to believe that *************** is an active participant in this deceptive and fraudulent practice. I request that the ****** Better Business Bureau contact him and convey these demands to him:1.Establish in writing his legal relationship to QUE.2.Establish in writing his legal authority to request return shipment of the engine.3.Affirm in writing that I will receive a refund of 75 percent of my purchase price.4.Affirm in writing that return shipping expenses will be borne by DC Motors or QUE.I have no doubt these companies will continue their fraudulent business practices unless they are held accountable. I am a disabled veteran. My VA benefits are the source of my income. I would very much appreciate your assistance in getting this resolved, especially refund of 75 percent of my purchase price.

    First, let me be clear. ******************** is not my customer, I have taken no money from ******************** and have entered into no contracts with ********************. My company is a subcontractor for several companies, including ********************. ******************** sells just that, used engines. It very clearly states on their website (qualityusedengines.com) that the only parts of the unit that are warranted are the block, heads and all internals. No bolt on accessories are assumed or promised. ******************** received exactly what he ordered and was disappointed that he did not receive more. I have very clearly explained to ******************** (please see the attached emails) that a refund can absolutely be considered, but the unit that he received has to be sent back to the yard for inspection first. Otherwise, he could send a unit back that was not the one that was sent out. Once the unit is received back and verified that it is the one that was sent and in the same condition that was sent, I can then recommend to ******************** that they should refund the customer within the stipulations of the contract between them. I have no control over the details of their contract nor do I have control over ******************** financial transactions.

    I am rejecting this response because the business has not made a serious and good faith effort to address my requests--it continues to provide misleading and deceptive characterizations of the transaction I entered and the warranty representations that were provided.  Please see the attached document for a full explanation of why the business's response is unacceptable.

    By no means is anyone trying to mislead or defraud ********************. Line one of the warranty page that he provided says, "The engine warranty covers block, heads, and all internals. Bolt-on accessories, wiring and sensors are not warranted." He received a block, heads and internals. I have repeatedly told him that I could make shipping arrangements to send the unit back to the supplying yard. ******************** works with partner yards all over the nation. Once the unit is inspected, verified that it is the unit that was sent and that it has not been damaged in any way, a refund can be considered. I do not have any control over the financial transactions of ******************** and I cannot make promises or guarantees on their behalf.

    Please see the attached detailed response.  I am rejecting the December 15 response from *************** and DC Motors LV, LLCs for the following reasons:
    His response is misleading and deceptive.  When I called ********************, I was assured by their sales staff that I would receive a complete engine.  Neither the QUE staff nor their website said that the engine would be stripped of all accessories, dirty, *****, and not protected by wrapping. Based on my understanding of the arrangements between QUE and DC Motors LV, I believe DC Motors handled the shipping of this stripped and essentially worthless engine to me.
    ************** continues to avoid responding to the fact that there is a significant difference between stating that accessories would not be warranted, which is what the QUE website actually said, and stating that no accessories would be included.  In no place on the QUE warranty website did QUE state that no accessories would be included. I have saved a copy of the QUE warranty website language.  Note:  since my complaint, QUE has changed its website somewhat.
    ************** ignores the fact that the QUE website and their response to my complaint to the ********* BBB about QUE actually listed what would not be included with the engine:  [e]ngines come complete, minus the ** Compressor, Starter, Alternator, and Power Steering Pump.  That is a short list.  The companys staff told me it would be complete.  Its website stated that accessories would not be warranted but left on for convenience.  Given this no reasonable person would expect to receive the stripped, *****, dirty, and unprotected engine that ************** is attempting to excuse with his response.
    No responsible and legitimate business would respond to my repeated requests with evasion and the lack of concern about correcting the situation as ************** and DC Motors LV have done.  I cant even get him on the phone.  No legitimate business would treat its customers as I have been treated.
