    Dougert has been super negligent to many complaints of tenant harassment and inhabitable living conditions. The neighbor in 2A @923 Avenue **** for 13+ years has not only being causing persistent noise disturbances, she has also posed threats to our livelihoods (we have a minor who resides here). On a weekly basis, she floods the kitchen ceiling, bathroom ceiling and at times bedroom ceilings by running the tub, sinks or drags her portable washing machine and lets it drain out. Our intercom doesnt work & she tries to prevent ** from receiving packages by ripping down the delivery instructions off the window. Every time, 311 is notified via complaint, *********** are called to check the issues and they always tell ** to take it up with Dougert. SHE ALWAYS GETS AWAY WITH IT! She never allows anyone to go into her apartment. She throws stuff at the apartment door, littering and trying to set it on fire with a lit cigarette, throwing stuff at the windows, trying to climb in through the fire escape window, whenever she has an episode, she finds herself knocking on the door or sitting out front and shouting threats yelling & threatening to hurt and kill **. She has even had people come and harass **. The fire department just came here last night after she caused a water leak once again in the bathroom, so bad the outlet sparked, blew out fuse in the bathroom, hallway and in one of the bedrooms. We were advised to not use the bathroom and they shut off the waterline. They cut a huge hole in the wall. Every time we need to go to court, they claim they dont have anything on file of any complaints etc. DOUGERT MANAGEMENT HAS PROMISED ** A TRANSFER TO ANOTHER PROPERTY AND ***** SAID MUCH OF ANYTHING ABOUT IT! Every day here gets worse because nothing is being taken seriously. She boasts about how shes not going anywhere and they nor us can do anything about it; shes going to continue to torment us. DOUGERT HONOR THE PROMISE YOU MADE!! THIS IS UNACCEPTABLE! ITS INHABITABLE!
