The owner, Justin, was hired to paint most walls of my 1600 sq.foot home. He said he would paint everything twice, paint some spots on the ceilings that were discolored, remove all curtain/shades hardware, patch and paint those spots, install a shelf in the laundry closet. He brought in a painter named Tina to do much of the work. He requested and I paid him, in cash, $4600 to start. The job was not finished and he wanted the rest of the money. I told him I didn't want to pay him the rest of the money until the entire job was completed. He promised me the work would be done by the painter, Tina, and that I should work with her to get the job done. I asked about a final walk through and again, he told me to work with Tina. There had been one Sunday when Tina was supposed to come and paint and she complained to me about Justin making her work seven days a week, so I told her to come the next day to work. Justin said he was her boss, not me, and I apologized to him. After Justin left with his money, Tina never finished the work. I waited 6 weeks and she had lots of excuses, but never came back and Justin never checked on the work. There was never a final walk through. I did not like how the color turned out, but my complaint concerns the quality of the work. I have repainted 4 windows, 6 door frames, several feet of molding. I painted these things twice to cover the old semigloss paint. I have removed all window hardware, patched, sanded and painted and I have patched, sanded and painted a wall corner that was supposed to be done. I have painted the ceiling spots also. I had to finish painting the edges of 2 walls that had unfinished, jagged edges. Also, in a conversation with my friend, who also hired Justin, Justin charged my friend $100 an hour for cash. He was charging me $125 an hour for cash. When we asked Justin, he said I paid by check, a big lie. I always paid cash. I want a partial refund because I did some of the work.

I wanted to add info to my complaint.  I contacted Justin after I  had completed the work. I supplied the list of the work I  had done and I asked for some money back, since I did some of the work he was paid for. He said I should have called him sooner. But after he was paid, he told me about 3 times that Tina was handling everything from that point on.
When I asked for a partial refund he said he would give me a really good price on the next job he did for me. "His word."
He went to my friend's house and complained about me not liking the color and how he wasn't going to do anything about it and he told my friend "all the favors he had done for me." I don't know what favors he was talking about.  I gave him a washer, dryer, plants, shoes for his mom. I never expected him to repaint. I  was disappointed in the quality of the work and in the job's state of being unfinished  even though he had insisted on full payment.
