  On January 28th, 2020 I *******) went to Plattsburgh homes to purchase a Mobile home. on said date the company had taken on the whole job including cite work as it was a package deal from the mortgage company. COVID had hit after this signing and everything was put on hold until May 7th of 2020 I *******) was contacted stating that *** **** ************, INC/ *** ************ PLLC **** ***** ********* ** ***** for proposal of the site work. July of 2020 the site work had began at *** ********* **** ******** ** ******  *** had put in slab for trailer to set on, power supply and septic system. Once home was in place *** was to place cement block skirting to close in the home. It was Approximately mid October when they had come to put the blocks in, at which time the mortar would not stick to the blocks and they had to order different supplies that took approximately another 3 weeks. The mortar was placed on the Blocks when it was below freezing and cold. Which in turn caused damage to the mortar on the blocks( have photos of the damages). In the spring of 2021 I *******) contacted Plattsburgh Homes ( John D********* and explained to him what had happened through the winter, he had instructed me to contact *** and let them know what is going on, and I*******) spoke to Karl B***** after photos of the damage had been sent to him. Karl sent out his guys to fix the damage which was not properly fixed still and we are now in November of 2022. Around the start of October of 2022 i contacted *** and let them know that the damage was still not properly fixed. At which time I was told it was no longer there responsibility because Plattsburgh homes signed off on the work, but there is still damaged and also the access door is damaged and needs to be fixed. I *******) has since called Plattsburgh homes expressing these concerns and has yet to get any reply from Plattsburgh Homes.

  In response to the complaint filed by ****** ******** ** *** ********* ** ********* **
  1291 6, we are responding with the following explanation of the situation.
  As requested by ****** ********, Plattsburgh Wholesale Mobile Homes, Inc. inquired of and
  received a quote in late August of 2020 for *** Engineering PLLC to install 3 rows of Masonry
  blocks, dry-staked, fiber bond the exterior blocks with one coat and no fiber reinforcement. In
  addition four vents in the block skirting were installed and one access panel at the short end of
  the home, plywood not painted. ****** agreed to this installation to be performed by ***
  Engineering PLLC.
  *** Engineering performed the work at *** ********* **. and as noted in her complaint the
  block bond was applied in cold weather. Typically we suggest this not be done in cold weather
  as the bond does not adhere well in those circumstances and wait until spring to apply, however
  the customer requested that this be done.
  In her complaint she states that she contacted *** and they sent someone out to fix the bond.
  Plattsburgh Wholesale Homes is not responsible for 3rd party contractors work as we are only a
  retailer of Manufactured and Modular Homes. We do not perform site work for customer
  projects, customers are responsible for communicating and resolving issues with their
  contractors directly.
  As stated in our signed purchase agreement, Plattsburgh Wholesale Homes is responsible only
  for defects arising out of installation of the home and other items stated in the signed contract.
  Defects with the home are the responsibility of the manufacturer as covered by the
  Manufacturer's Home Warranty. Any sitework issues arising out of 3rd party contractors is solely
  the responsibility of that contractor.
  This appears to be either a defect with the actual product applied to the cement blocks or a
  defect in the way it was applied by *** Engineering PLLC. The
  Contractor, *** ************ is responsible for performing the project in accordance with those
  plans and specifications.
