    Hired Busisness ***** **** *********** ***, under Troy James Design LLC" to complete an enclosed sunroom and obtain a working permit. Was provided with an estimate and then a modified estimate based on my budget was advised that the project would take approx 4 weeks once permit was obtained. The company decided to install beams/post in preparation. I paid a deposit $5000 to start the process and then $4900 and $3900 once the drawings were approved and permit was filed. I was advised that a permit can take up to 30 days. After that timeframe had passed, I began to question why we have not received the permits - the company kept "checking" on the status. Finally, after a few weeks I started calling the NYC building department only to find out that no permit was filed against my property. After confronting him he stated that apparently the permit wasn't filed correctly since the project dimensions were not going to pass. I was extremely upset that close to 2 months had passed and nothing. I paid a total of $13800 and did not have anything completed, I was advised that I would receive a refund, but asked if I would be willing to pay for the architect drawing and minimal labor that was completed. I agree, we agreed that $1500 would be fair and a refund of $12,300 was owed. This is where it gets extremely frustrating, and communication starts becoming scarce. I kept asking for my refund, he kept stating I will bring it but then never did, or he wasn't going to be able to come by today. Finally I received a $5000 wire transfer, which left a balance of $7300, he did come to remove the beams that HE installed and tried to repair the cement holes which ultimately I said not to worry about since all I wanted was my refund. Again after weeks of asking and asking I received $500 x 3 deposits via **** ***, therefore leaving a balance of $5800 now. I cannot go on this way, I have tried to be patient but cannot wait any longer nor do I think he has any intention of paying me back.
