CEJ was hired to complete work on our building. Specifically, a new roof, new rear siding, and new windows front and rear for all floors.During the work there were several problems, that CEJ created. I am including some high points to summarize a few of the frustrations:1) Failure to properly secure a tarp to protect the building while the roof was removed - damages have been resolved 2) Attempting to install windows that were substantially smaller than agreed to (over 3" narrower and over 2" shorter) -- we halted their work until appropriate windows were implemented 3) Failure to properly seal the bottom of the building wall at the foundation after installing new siding. Christmas weekend cold air entered through the unfinished wall gap and froze the building heating pipes. We identified the problem and found an ice rupture in the pipe. To prevent further damages we turned off and drained the heat system. Placed emergency heaters throughout the building. CEJ was unresponsive - we had another company come Christmas day to make emergency repairs. Two pipe ruptures and another frozen section. We completed additional emergency preventative repairs to protect the heating pipes the following day when supplies could be purchased. CEJ was unresponsive for the week so we had the other company fix the rear wall to prevent future freezing. CEJ agreed to reimburse for repair costs we had to pay [we did not factor in our time, our emergency heaters, or any other costs; they were given the discounted invoice that we paid only]. Despite our efforts that avoided substantial water damages and agreeing to reimburse CEJ has not paid the money. 4) Failure to properly seal the rear wall after stripping to the studs and installing new siding. Rain was entering the building and flowing inside the walls -- caulk (which we had reminded their crew to do during the job) was applied to seal the openings

    Business Response

I completed the siding work requested by *** ***** I had yet to install a piece of wood to cover the insulation. When told that we would  install the wood he refused and said that he would take care of it. He installed the piece of wood and sent me an invoice of $2,500. I made a check for $1,000 and paid him. I find his invoiced price unreasonable and unfair for him to want to charge me that amount.

Thank you so much for your time,

    Better Business Bureau:

I have reviewed the response made by the business in reference to complaint ID# ********, and have determined that my complaint has NOT been resolved because:

    [Your Answer Here]

Please see the original attachments. The major issue, that CEJ was unresponsive to address, was the loss of heat for Christmas. Due to their failure to properly seal the exterior wall cold air entered the rear wall and froze the heating pipes in multiple locations. The resulting bill is significantly reduced due to my ability to turn off the furnace, purge the water, and get it addressed while they were not responding. Had I not taken these steps, the heating pipes would have caused major water damages as the pressurized water sprayed from the sections of pipe that were ruptured by the freezing.

You can also see in the email communications that CEJ accepted the amount of $2,500 and provided dates they would make payment; which they then failed to fulfill.

For the board in the rear, CEJ failed to respond so another source was used to attach it to avoid freezing the heating pipes again during the winter. Despite assurances that CEJ would be at the property several times they failed to show. All communications sent explained the resolution to properly seal the outside was time critical since we had a few days above freezing and another cold front coming in. Again, the work to seal the rear of the building was not the major effort; the major effort was having an emergency repair to the heating pipes on Christmas for the multi-unit residential building so heat could be restored during the cold storm.
