In April 2023, I was approached by **** ******* from StormFront Construction company to repair damaged roof and siding on my home. He stated he would help with the insurance claim to get them to pay. After several months, Allstate agreed to cover the damage. **** hand wrote a contract agreement on paper for $25,969.88. $19,919.88 was for the home roof and siding replacement and $6,050 was the for the garage removal and matching siding installation.
**** asked for $7,050 upfront for materials. This was paid via check. Then he was to provide a computer generated copy of the contract. He did not do this.
I contacted **** several times for updates on the project. He left to go to Europe and did not respond for a while. In January, 2024 he finally responded saying the materials were almost ready. he then asked for more money. He was provided a total of $8,000 in two $1,000 venmo payments and $6,000 check. He then asked for even more money once he started the project. He was given another 3 $1,000 venmo payments. He state I owed nearly $11,302.68.
These additional requests did not add up and when asked why he needed so much money, he said he was owed the money and had to pay his employees. He also said that all the recoverable depreciation was also owed to him.
He has since stopped all work with the house half completed. There is exposed exterior walls with no siding and no gutters to catch the rain water. The insulation is ripping off the house and blowing into other yards. The water from the rain is going into the basement. He refuses to do more work until he gets more money.
I have found trash and debris all over the yard with beer bottles and damage to different parts of the house and garage.Business Response

We took on the job in April of 2023. It started as a hundred dollar repair to the roof, and our team over the course of 8 months negotiated with Allstate for full replacement of roof, siding and solar panels. The insurance estimate increased every step of the way until all trades were approved in full. Most recent insurance estimate prior to beginning work had the RCV at $24,390.17. ********* had also decided to pay out of pocket for a structure that wasn't covered an additional 6500, to bring the total job at 30,890.17. We require 10% to 30% prior to starting work. Then the entire ACV amount is due when we commence work. ********* was slow to pay, and for the first 60% of the project we didn't mind. Then towards the end of the job it became mandatory. ********* became very hostile and assaulted our salesperson when they were inside the home, alone, and refused to pay. There was a snow storm around this time in February, we had to stop work for safety and were happy to have a period to figure out *********s issues. We went over the math and number 100 times.
At this point ********* paid only ACV on thr house, but has not payed anything towards the garage. He is either confusing the 6k owed by insurance, with held until completion, with the 6.5k he owed for the garage for a total of 12, or he was trying to scam us out of the garage work. We tried to provide all documents showing these balances, and have spoken to several of his associates on how to resolve the issue.
At one point there was even a very reasonable solution proposed of finished only the insurance work, before he paid any more money and then addressing the garage after. We did start on the garage, and it would have to be paid for, but we wanted to compromised by at finishing the insurance portion before completed the started the contracted garage work. However ********* when we were meeting to discuss this in person, ********* brought several people and got belligerent again. He then locked our tools I'm the garage and has been keeping them hostage ever since.
We have turned the matter over to our lawyer.

There was no contract until November of 2023. Stormfront Construction’s agreement does not state any specific payment terms nor timelines. The agreement states ACV is due upon completion of the work. The roof repairs have not been completed as it is missing the attic fan cover, the gutters are not installed and solar panels have not been reinstalled. Stormfront Construction has not completed the siding work and has left both the garage and home less then 50% sided. Stormfront did not install the soffit and drip-edges correctly as they are bent and wavy. The amount of remaining installation items for the roof are $2,800 and the siding comes to $1,200.
Again, Stormfront received an initial payment of $7,050 on Nov 4th, 2023. Then received an additional $8,000 on 2/12/24, $1,000 on 2/15/24, $1,000 on 2/16/24 and $1,000 2/26/24. This covers materials and upfront labor for work yet to be performed. When looking at the amounts paid compared to the work completed, StormFront and **** owe Florence $6,000 worth of labor and materials in order to even get the recoverable contingency held by Allstate Insurance.
**** and StormFront have not scheduled restart of work and is derelict in their contractual obligations. **** has threatened numerous times via text and in person. In March 16th, 2024, We contacted the Akron City Police to file a complaint against **** and StormFront for theft of services. We were informed he was under escort on that same day by the ACP to retrieve his personal items from his house 7671Lake Road, two property lots from Florence’s home. **** charged from his house to our home and demanded to be let back onsite to complete the job and threatened he would damage the home and take it from Florence. Our family was onsite, as well as, 3 ACP officers. The only one harassing anyone was **** from StormFront.
To this day, he has not completed what he was contracted to do more than 7 months earlier. The house is taking weather damage and the insurance costs have increased.

Please reach out to our attorney or provide him with contact info to your attorney. **** *********** has been trying to reach Florence or ********* Hays in regards to resolving this file. Matter of returning the tools technically being rented by the homeowner, and weather related damages to the site from ********* stopping the work, need to be addressed as well. Everything is explained in writing, on each contract and confirmed/approved by Florence insurance company. It has been explained verbally to ********* who violently reacted when math was explained because "he's an accountant".
the roof vent covet mentioned in the complaint was Removed and Replaced with the roof replacement portion of this job, in December. We have photos/videos of us removing and replacing it. We have pics of it being on the vent when we finished the roof. Then 1/13 there was ANOTHER wind storm, that blew the cover off. ********* didn't want to pay for a new one, we installed the old one back. It blew off next storm. You can file a new insurance claim with a new date of loss, or pay us to replace it with a new one. It's unrelated to the original job and is a prime example of the mental state of *********, as this has been explained to him as well. We were even kind enough to cover the new hole, with a free temporary repair to prevent water damage to the interior.

I am rejecting this response because:
There was never any signed agreement of tool rental. The contractor never followed the steps to recover his equipment. The contractor was responsible for completing the work for the roof and has gone past his contract period.Business Response

********* was 6k behind on payments when the miscommunication started. Since work was stopped we offered him to pay our lawyer and we would finish the house and garage, this was rejected. Then we offered with no additional money paid, we would finish the house (then address additional funds for garage since we started it). This was also rejected. We were blamed for a old vent cap blowing off during a storm 2 weeks after we finished, and completely unrelated to us. We have pics showing roof was done, and the choice of a new vent cap wasn't our to make, ********* wanted us to replace the original one back. We did.
We tried everything.
Now **** is preparing a lawsuit. He is a little slow, it should've already been filed. It looks like this is the only way we can solve this now.
This isn't going to be resolved through BBB messages. He stopped work, owes money, and have been holding our tools.

Entered by BBB staff LO Consumer states she hired the business in May and her insurance paid $4200.00 and then she sent another $250.00 to have work done on her home and the job has not even been started. She has not heard from **** since the beginning of July, he advised her he had a personal emergency and could not give her any other information. The consumer recently tried contacting him but the phone is now disconnected.Business Response

Hello, I went on an unexpected "health vacation." There was no communication and **** started to worry. Since I got back, I have had contact with her. We are back on schedule and agreed to finish her project.
