    I hired Pat to help with getting a GSA MAS contract November 6, 2023 it has been 251 days since and there has been nothing done. I advised early on the business was new and we'd have to use personal past performance, he said this would be no problem. Over the period of time, he threw several documents to me asking me to re-transcribe them in Word for him as they were SOWs from other contracts in the past that were scanned images. I told him I didn't have time for that, which is the whole point of hiring someone. I began to ask for a refund for not receiving the service, every time he would kick the can down the road saying he found someone to transcribe them and completely disregard my request. I'm fed up. I demand a refund for services not rendered!

    This proposal ran into a snag when I tried tto edit the three statements of work sent to me by 1Aardvark. Whoever created the SOWs saved them as image files that could not be edited.

    I asked 1Aardvaark for editable versions of the three files, but they said that they did not have editable files.

    At that point, my life got interrupted with first medical issues (I'm a 76-year-old US military veteran) and then personal issues (8 year relationship ended). I was, during that time, not at full strength and my workload fell behind schedule.

    I did locate a person to transcribe the three files, but then 1Aardvark informed me that they wanted to pull the plug on their effort. I notified them that I would put together a partial repayment schedule. At that point, 1Aardvark sent their note to the BBB.

    I'm still willing to compolete the effort and get 1Aardvark into the GSA contract system.

    I am rejecting this response because: There is no concise path forward for refund.  I'd like at least half of the transaction refunded, though ideally more - I do not believe much work was put into this.  I do not want to continue the work with GSA Proposals.  The business must state the specific refund value and the mechanism of making the refund.  Refunding via PayPal is acceptable.

    I received e-mail from OAG 11/13. I reached out - I asked full refund $2,495.00 in 24 Hours by same method I paid you; Zelle, you may use [email protected] - upon your acknowledgment to do so, upon receipt of this.

    I paid $2,495.00 5 months later; NOTHING had been done, BUT offered a “Discounted Program” demanding MORE money; $500. GSA Proposal Pat Suarez, just lied to OAG; citing: “**** demanded that I guarantee sales and success” I never said that.

    GSA Proposal Pat Suarez has a reputation, per another COMPLAINANT scammed for $1,500.

    You replied to them and myself “You never give Refunds”, BUT would be happy to complete the work, without further charge. Complete What? You never started. I contacted the Party.

    I asked for my $2,495.00 to be returned. I will 1st reply back to OAG with copy of your reply "We aren't Walmart". I will pursue with USOIG, FTC and USArmy to know you are not person worthy to represent USArmy in e-Mail, which you don’t show a business name, nor Vaune Marino, partner.

    I may also file suit; $2,495 + Attorney + Court costs, which would take it to Higher Court than Civil.

    No phone calls will be accepted, as I don’t need more sales and marketing “offers”.

    I attached the email chains. **** progressed from sending documents and a series of phone calls that included intensely personal situations in his life (which I welcomed and talked over with ****) to refusing to speak with me and anger. **** demanded that I guarantee sales and success, but I will not lie to my clients. I guaranteed that I would diligently work to his success, which is the reality with GSA contracts. I did offer **** a discounted post-award program that I offer to clients that **** turned down. 

    **** is a good man with a service that could do very well. I'm still here for him.

    Yes, he kept replying it was Remarkable how many things we had in Common. I unfortunately I Fell for his scheme;

    Steal TRUST from the Client, with a plethora of Lies.


    To refusing to speak with me and anger. Anger Yes, anybody would, after six (6) months, you ask did he Start Process? NO!

    I did offer **** a discounted post-award program that I offer to clients that **** turned down. I guess ******* ****** is referring to his reply to me when I demanded to know had he done the work to get me Certified after six (6) months? NO! He changes direction, and offers a NEW SCAM with a new discount, Scammers have their Trade sharpened, Switch Gears when Client asks questions, then LIE and offer them a False New Scam and sell them another contract, because in ******* ******** mind, All Clients are too Dumb.

    This is his Thank you BBB for your interest, keep up the Good work, but I really am I really Great Guy, (as he compliments), ending He's still here. THAT'S a Problem, if he robs jewelry store, he's a crook you go to Jail. Scammers rob Public but many Get Away.


    I will PURSUE this as long as it takes, he's the ONLY Business that has ever required ZELLE - because you can't reverse it.

    **** uses a lot of emotional language and makes unfounded accusations.

    In fact, we completed 2/3 of his proposal (administrative and technical proposal -- I have the files). All we needed was his pricing information. 

    But instead of providing that, he went off the rails about demanding that I guarantee he will get business, something only an unscrupulous person would do.

    I have been in the GSA proposal business for 21 years and I can count on one hand clients who have been unhappy with me. **** is one of them.

    We can continue to his proposal completion or continue this tennis match. I'm willing to finish it. This tennis match accomplishes nothing of value.
