    We hired this business to complete a project for our yard and gave them 12k to finish a shed/ art studio in order to give more space but once it became apparent the structure was not built up to code or safe we put in a stop work order. When we put in that stop work order the owner and his co worker came over to our place yelling at a roomate of ours while she asked him questions in regards to the safety of his work. We asked for a refund and they would not refund us. We have witnesses, including neighbors who heard everything. We then found another contractor that is licensed to look at what was created and he did a write up showing the amount of work and materials does not equate to more than $1000 and Portland Value Shed has refused to give us our money back. Prior to the assessment I asked for half of what we gave - to be more than fair and they still refused. Then, after getting a few assessments done we asked for more of our money back because it was clear we were over charged as well. This business did not fulfill the contract as shown nor did they resolve the issue. Also, this business is posing as liscensed when they are not. Please see the following evidence. Thank you.

    Owner (***** *** ******) operates his company as an unlicensed contractor, has multiple fraudulent claims and unpaid civil penalties. ***** started work on a shed that has unsafe structural integrity, with nails protruding and multiple broken pieces of wood. Refusing to refund and is highly belligerent and admitting to use of drugs while working.***** proceeded to threaten blackmailing us if we complained to the *** of ******, for being unlicensed. We asked for a refund of $8,000 out of the $12,000 paid on a $16,152 job. He has refused and cut communication.
