I have had my own account with the ******************** for over 2 years and had recently been caught up on payments at the address listed. Before that I rented a different house with 4 other tenants and the water was in someone else's name. I paid that person my part of the water bill but because of corona virus they didn't pay their bill. Now the water company has added their $5000 delinquent bill to mine stating they had the right to do this because my name was on the lease of that old house. Forcing me to pay the bill of 5 tenants when I had already paid my part of the water there. They did this without even notifying me. That was a contract between that person and the water company and they have no right to threaten to shut off my water because of it. At my new residence I take care of a person with special needs so I have responsibilities to provide basic assets like water to bath for him like I have been doing for 2 years. They should have said something about this 2 years ago when I started my own contract with the water company. I talked with the tenant that hadn't paid the bill at the old house and she said it had been sent to collections. She is working in the Portland area and so there is no reason they can't get their money. How do they even take a bill back out of collections and then add it to my bill. It's wrong. I don't have that kind of money to just come up with. There is no reason myself and the person I take care of should go without water just because someone else didn't pay their bill. Please help me I don't know what to do here. I did send them $600 to keep from being shut off but cannot continue to do this above my current bill and will be forced to go homeless

For the moths of February and March, my bill was $110. For this moth of April, the bill is $455.68. I called them to ask why. They **** to a wrong read on the meter. They said that I used about 30 gallons (which is normal) but was read at 8 gallons and because of that I have to pay more for the next 3 months before it goes back to normal. This is very unfair, they messed up and I have to pay for it.

On August 8, 2022, I received a billing from Portland Water Bureau in the amount of $1,350, due date Aug 29, 2022. Then, I immediately contacted Portland Water Bureau to inquire about the billing which I spoke to 5 different customer representatives that told me different stories. I informed them that I never ever was charged for this ridiculous billing since I came from ****** to **************** and finally relocated to Portland, OR. I was informed that a water inspector will be sent to my home address: **************** to check the water meter. I was then informed that there was no changes because the meter did not move. So, I had to contact American Home shield warranty and paid, $100.00 for a plumber to come in and check inside of the house to detect where the leakage was coming from. The plumber did, and nothing showed. Then, the plumber informed me that I should hire a leak detection to check the water irrigation system which I did. In addition, Portland Water Bureau had also suggested the same. I hired a leak detection technician, and was charged $400.00. He detected that there were water leaking from the pipes so he recommended I hire ****** System which I did and was charged $325 to repair the pipe because water was flowing out of the pipe. After repairing the pipe, I contacted Portland Water Bureau and informed the representative that I had to hire leak detection recommended by the Bureau. Portland Water Bureau informed me that the billing of $1,350 will be adjusted when the problem is taken care off. In the beginning, Portland Water Bureau should have informed me of the problem and why wait last minute to charge me $1,350. On September 7, 2022, *****, Portland Water Bureau contacted me that the billing will not be adjusted. I informed her that it is unfair. She was speaking so fast that I told her I am a disabled veteran with hearing problem, and speak slowly. Otherwise, email me. ***** failed to email me phonecon.
