      RE: BBB Complaint, Case 21541430

      Dear Heart *****,

This letter is in response to the complaint filed by **************** on April 15, 2023, regarding tuition benefits and course completion.

We recently received notice from the BBB of a complaint submitted against MGS regarding the use of Mr. ******* GI Bill for his Advanced Gunsmithing II enrollment, dated April 15, 2024.  This letter serves as our response to this complaint.

**************** stated in his original complaint to the VA that MGS billed the VA for $10,000 of his GI Bill benefits. As a VA-approved correspondence school, MGS may only bill the VA for actual tuition and fees for the program.  The total tuition for the Advanced Gunsmithing program is $5,992.00, which is paid to MGS based on lessons completed by the student. The total amount the VA will pay for correspondence courses per year is $13,172.57 or $******* per month of benefits. **************** had 4 mo. and 11 days left.

MGS submitted to the VA 65 completed lessons, however, the total paid to MGS by the VA was $4,793.35. On March 6, 2024, we were notified by the VA that Mr. ******* benefits had expired and no further payments for the enrollment would be made. Even though **************** had $10,000 of benefits left, the most the VA would pay is $4793.35 (4 mo. 11 days x ******* per mo.).

Our school certifying official, *****************************, spoke to *************** that day, to inform him he would be responsible for the remaining tuition balance of $1198.65 to receive the final build project and finish the program. **************** stated at that time that he did not wish to complete the final project, and instead receive his diploma for the coursework completed. However,in order to receive a diploma for the Advanced Gunsmithing II program, all program requirements must be met.

**************** had another conversation with a staff member on March 7, 2024, who informed him that ****************** was discussing options with our educational staff. On March 12, 2024, **************** discussed with ****************** his displeasure with having to pay out of pocket for the remaining tuition. At that time, ****************** discussed payment plan options for the balance. ****************** also contacted **************** on March 19, 2024, and at that time **************** stated he would be mailing MGS a check for the full balance of tuition.

The tuition balance check (#****) was received on March 21,2024. Unfortunately, the check could not be deposited because of an inconsistency on the total amount on the check (written amount did not match numerical amount for deposit and was refused by our bank). **************** was informed of this error, and stated he would send a new check. As of today, we have not received payment.

On April 18, 2024, ***************************** reached out to **************** and provided two options. **************** chose the offer to transfer into the Advanced Gunsmithing I program which does not include a build and therefore he will not incur any additional costs. See Exhibit 1 for written confirmation on our agreement with ****************.

We understand Mr. ******* frustration with his GI Bill benefits and are confident that we have reached a resolution.

If you have any additional questions regarding the mutually agreeable terms, please reach out to MGS directly at ************.
