    We closed on our new construction townhome in April of 2021.
    We paid an upfront homeowners association fee of $300. As of 9/5, we have $261 in overdue HOA fees (3mo @ $87). The installation of sod was not complete until mid June (1.5 months of just topsoil). Once installed, the sod was watered by each homeowner. We were told if the sod died, we would have to pay to have it replaced, so we watered it at the rate they suggested. One month later, we received a $400+ water and sewage bill. I immediately stopped the sprinklers. I contacted the water company who instructed me to work out the crediting of this bill with NVR Homes (the builder) and the HOA company, as the HOA company is responsible for land management. For the three outstanding months of dues, 1.5 had no grass or land to maintain and the other 1.5 had overgrown sod that was not being mowed because of poor drainage. I explained this to the HOA owner, Lauren Steele, who instead of explaining to me the ownership of the issue, cited a bylaw and threatened to charge me interest, fees, and even legal action. All outstanding dues have been paid since the threat.

    Homeowners Choice Management was brought into this only after the homeowner stopped paying his HOA dues. Homeowners Choice Management was reasonable with him, not charging him the late fees or interest which they have the right to do and trying to point him in the right direction for help on his complaint. This complaint is with NVR (Ryan Homes) and not the HOA, so by not paying his HOA bill was only hurting him as a homeowner. I did speak with the lawn care company and they were not able to cut the grass where the turf was too wet or it would ruin the lawn. They did however show up and cut the lawns where they could, mulch and weed. Just because his lawn was not mowed behind his townhouse does not mean that the HOA was not billed for the lawn services. The HOA dues are also more than lawn maintenance and cover many other fees as part of an association. He has since paid his HOA dues and as far as Homeowners Choice Management is concerned, there is no issue.
