    August called to disconnect water service due to vacant house. Never followed through. Called in September, again they never followed though. February they disconnected at $3,900 bill. I’m expected to pay. Then they deface my property with cement forcing me to get a contractor to fix. Won’t work with me. Won’t reconnect water so the building is uninhabitable because they say so.

    Customer claims that he requested the water to be turned off, however, nothing on the account validates the request and there is no reason why we wouldn't shut water off  if a customer requested water to be turned off.  If requested to be turned off, we would have billed a turn off fee which further validates that there was no request made as no bill was generated and there was no turn off fee paid.  There are no notes on the account to support the claimed request.  Furthermore, as customer continued to receive monthly bills, he never called to question why he was getting a bill each month and why the charges continued to increase. 

    The office called the customer to tell him about a high water consumption after receiving a meter reading February 28, 2023.  Customer did not question why there was water consumption at that point.  He only questioned once he was told the estimated charges.

    The line was hydraulic cemented because of the history with owner.  Service was turned back on by someone other than the Water Superintendent in the past.  He never asked about a payment arrangement, only threatened to sue the Authority.  Customer sold the property 3/29/2023 knowing that these charges are due on the account.  He was given the information about attending a water authority meeting, however, declined.

    I have reviewed the response made by the business in reference to complaint ID ********, and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below. 

    When the tenants moved out in August, I called and requested the water to be shut off, I was informed that I would need to have proof the gas and electric was off as well.   I took care of this and called back at the beginning of September, I was never told about a fee was required to turn the services off.   At that time I also discussed the past due balance on the account.  I was told she would let the supervisor know.  I turned the first valve in the house off, in an effort to not have issues with freezing.   They continued to send me shut off notices, and i was hoping they would actually follow through.   When I was called about the usage and that they went out to turn it off, I stated it should have been off, and I was given the same excuse that "there's nothing in the notes that it should be off, and she said she would call back the next day with my total amount due.  NO MENTION of working with me on the balance.   The next day she calls and tells me the balance, with an arrogant tone, then says "how are you going to take care of this?" NO offers to break it down or anything, as if she was expecting payment in full that moment.   I chuckled out of disbelief to her arrogance, and her tone immediately turned argumentative and condescending, with threats of a property lien.  I asked about having someone look at the meter, as I break was in the connection right against the meter.  She said id have to schedule it, and instead of arguing more, I said I would call back when I was in the area, as I do not live in the area this was a rental property.  House was already in a sales agreement, and nothing else was heard except another shut off notice, saying they'd shut me off, a service that was already said to be off. They then proceeded to deface my property and forcing me to pay more out of pocket for a contractor to fix their intentional damage.  Their actions are predatory in nature, and would be illegal if a private company did this to an individual. 

    The accusations of me turning the water on myself are completely without merit as I have NEVER done this.  I have no clue where the vlave even is, or the proper tools to do this.   This is just grasping at straws to make me look like an nuisance customer.
