    I have lived at penn estates sadly for 3 years. They have rules for the board and than rules for the caged animal s they treat us like. they only care about the dollar, they cause traffic in the community constantly due to them shutting off passes for people who live in the community. My pass was shut off I paid $1,300 and was never given a receipt. They than said I owed $700 plus more which I paid on 6/20. I was than advised I needed a resale certificate as I mentioned I was closing. Sue in the office suggested I order and request the resale certificate which I had no clue about at that time I was grateful she told me. She said is there anything else I can help you with I thanked her and hung up. On Monday when I finally emailed the head of the HOA as I had been calling and not getting through because “they had no phone” they claimed this never happened and I had to sign something and pay. Now I have signed and they “can’t call” so I will not have the paperwork I need to leave the community because of this I now have to move an entire closing because of it. I am thoroughly disgusted how I have been treated over the years and just want to leave peacefully but this was the last straw. They also threatened to give me a $500 fine when my dog escaped and I was running after her. They didn’t allow me access to my own home . My friend sat on a bench and it completely flipped over and he was seriously injured I didn’t sue them to do the right thing now I will bring they do not do the right thing at all.     The attached was faxed on October 24 in response to your October 18, 2023 letter. I have also included email transmittals from *** ******** (mail, phone, and resale).

     

    The State of PA is the entity that requires a resale certificate, not the association. The written request and payment must come from the seller or their real estate agent.
