    Maryland Excavation Contractors, LLC (MEC), owned/operated by ***************************, has refused to refund the deposit for a project that never started. This was for the installation of a single-lane driveway and 30'x40' parking pad, and replacement of the adjoining sidewalk. Site prep involved digging, infill and grading before the underlay fabric and gravel installation. Property is within the Relay historic district of **************** and homeowner (Complainant) obtained pre-approval from the Baltimore County ********************************** A deposit of $2155.22 (1/3 of total, $7495) was paid electronically on 2/15/24. The contract stated that MEC is BBB-accredited with an A+ rating, but they are not BBB-accredited. The contract did not include an address, nor an MHIC license number. The contractor's address listed on the BBB webpage is ************************), while on Yelp it is *********************************************). The contractor stated in an email and on their ******** page that their equipment yard is located in Woodbine, MD. MEC's URL, shown on the BBB website and ********, marylandexcavationcontractors.com is owned ************************************ for marketing purposes, but they have no affiliation with MEC. MEC uses mdexcavationcontractors.com on Nextdoor, but it's a dead link. Contractor misrepresented themselves as being licensed, which turned out to be an LLC, not an MHIC license. The County permit ************ was not issued according to proper procedure (no site visit by inspector) and was subsequently canceled by the County at the request of the homeowner in June 2024. Homeowner requested a refund of $1905.22 ($2155.22 deposit minus $250 for office time/permit fees, per the contract) multiple times via email. MEC claimed materials for the project had been purchased with the funds, which could only be the underlayment, yet MEC did not provide the material or a receipt to the homeowner as proof of purchase.
