Jan 11th I hired Kevin S******* to install a new HVAC system at *** ****** *** in Norwood PA. This was to include 2 new heating units and 2 new air conditioning condensers with the necessary ductwork and lines connecting the units. I signed a contract that stated I would be responsible for all material costs ($5313.06) and that I was to pay half of his fee ($7800) upfront and the other half PRIOR to completion. Each day afterwards, he had me meet him at the supply house to buy more materials, adding up to $2613.53 over the original estimated cost. Jan 23rd he asked for $1950 to come back and finish the work. I gave him $1600. Then he asked for $1150 the next day. I expressed my apprehension to give him any more money stating that he didn't do what I had asked- he replied that he had a feeling that I would continue to find things wrong with the job. I then stated that I just wanted the job finished to code so that we could pass inspection- he replied that he couldn't be expected to know all the codes because the book was so large. Jan 25th Kevin demanded final payment for a job that wasn't complete- the refrigerant lines left empty which would have damaged the unit had I started it up, ductwork was not sealed or insulated where it needed to be, ducts were undersized, refrigerant line was punched through aluminum siding, left unsealed so there was a hole in the side of the house where rain and animals could get in, AC units were not leveled, chimney was not cemented- would have resulted in carbon monoxide poisoning, flexible duct was held up by whatever he could find, which included shelving brackets, wire, and wood flooring that was in the dumpster. We also discovered two pieces of paper in the heating element where they would have started a fire in the furnace downstairs. Furthermore, as all of the work that he did do was not to code and indeed in some instances illegal or dangerous, it needed to be removed and will be redone according to the IRC 2018 code.
