      I am a resident of one of Primavera Properties apartment complexes. The name of the complex is ***************************, located at ******************************************************************************************. During the winter months of this past year/lease term (September 2024 - March 2025) we were without hot water. Water temps for all showers and sinks would average about ***** degrees. The lease determined that water temps would settle around 120 degrees. That was their guarantee.Also, according to local law and housing codes in **********************, issues involving hot water and/or electricity must be fixed or addressed within 48 hours or the apartment is deemed uninhabitable. We alerted the maintenance offices and manager of the complex several times, and have email receipts trying to contact the manager and office, with very little urgency on their part. I can provide these to the BBB in the future, if it would help our case. They came out several times to fix it, citing a different issue each time, but never actually fixing it. They were very flippant towards me and my roommate and our concerns were waved off. During this time, the manager of this building, *** *******, promised that once the issue was fixed we would discuss some sort of 'apology' or reimbursement for the issue. Eventually it was fixed in March 2025. When it was fixed, *** ******* went silent on a kind of reparation or credit. After weeks of trying to reach *** ******* and Primavera, we were told they could only offered us only $300 off one month of rent for our troubles. By our estimates, we easily spent around $500 over the course of those three months on water, that was not hot enough to our or Prince ******** County standards. We were/are seeking either more money, or to be released from our lease early without having to pay (prorated rent). Primavera has not been willing to negotiate with us on our own.

      This complaint is around distributing bad checks to when returning tenants security deposit. The apartment, *************************************. Drexel Hill, APT **** PA *****, I rented from March 2022 to April 2023. The security deposit was $1200. At the time of vacancy, the apartment had zero damages, but was dirty, so the return amount of the security deposit was $924. I did not receive my original security deposit check, but a check from ******** Apartments Escrow. The check was issued June 6, 2023; I received and deposited the check on July 7, 2023 and the deposit was "returned" on July 13, 2023. I received in the mail a letter stating to "refer to maker," as in, contact the payer. On July 20, 2023, I contacted Primavera Properties. At first, they appeared to be confused and helpful. Email thread started. I sent her screenshots of my banking statements. She then sent me an image of my deposited check, my signature and "online deposit only *****." ***** investigated the return and stated the payee bank, *********, denied the transaction. Primavera Properties claim they do see that the funds were deposited and there was nothing they could do. Through continued email, she stated there was no return, and she became very short, she made claims of other people in my family taking the check, and she made claims of "checking cashing" businesses. I continuously asked for someone else to help me, whether it be her bank or her supervisor. I had reached out to my attorney. I received verbal advice and sent ***** an email with all the requests. She gave blanket answers, then in a separate email she said she had contacted her bank who she stated was going to do a further investigation and she would have a response in an hour. The apartment complex was not a pleasant experience, and I am extremely concerned about management and if this is something that is happening to more people. Not only do I expect the returned deposit, but also, I believe this business should be investigated.
