On 4/16/2025 we parked in Harrisburg, attached is a pic taken of the machine saying PAID with license plate and date and time. I received a parking ticket Citation ******** for $30. I appealed the ticket that day. I received a message (attached) that my appeal was denied because the transaction did not complete (even though it said PAID). It did say that for a one-time courtesy I could stop by or send in payment of $12 (the cost of the parking), which seemed fair if the transaction did not actually complete. I mailed in payment that exact same day (cancelled check attached). On May 5, 2025 I received a "Delinquent Violation Notice" increasing my Fine from $30 to $50 saying I had made no payment. The letter gave me only 4 days to pay the $50 (due May 9th) or the Citation would be filed with the Judge, which it warned would bring EVEN MORE costs beyond the current Original fine & extra penalty. I was unable to explain everything on the Park Harrisburg website as my 1 appeal had already been used when I sent in the picture of the originally paid parking (which was officially denied because of the failed transaction unbeknownst to me). There was a Park Harrisburg Phone # which I called multiple times but received no answer. I left a message which was not returned. Being difficult to travel all the way back to Harrisburg to present this information to the judge, and understanding there was no time to send any kind of information or do anything else that may be read before more fines (or worse) were imposed, I felt I had no choice but to go ahead and pay the $50 online, the only remaining option that had been made available. I am first just hoping there is a record of this $50 payment and I will not get further fines imposed (or worse) as more time passes. I also feel I should be refunded the $50 for a ticket I should not have received in the first place and also should have been resolved with the previous check sent on the day I received a request to do so.Business Response

We are writing in response to a recent complaint submitted regarding a payment issue.
Our records show that we received a payment of $12.00 from the customer on April 24, 2025. Upon investigating the related service ticket, we discovered that a system error prevented the ticket from closing properly. To rectify the situation, we issued a refund to the customer in the amount of $50.00 on May 8, 2025.
We apologize for any inconvenience this may have caused and remain committed to providing quality service and prompt resolution of any concerns.

We paid $10 to park at the garage at ************* in Harrisburg, **. Despite an attendant being present, the company would not let us (or many other patrons who had paid) out for over 30 minutes. One of the other patrons had to call the police. We were essentially held hostage by the company despite them having the ability to raise the gate and let us out. This company is attempting to charge me for $120 in parking services I did not use and timely canceled, and threatening to send these charges to collections. The company requires notice in writing before charges may be canceled for the following month. I sent a letter as required on June 22, 2023, indicating my parking would cease on July 31, 2023. The company later sent me a bill indicating they were still charging me beyond the July 31 date. I contacted their bookkeeper, ***********************, via email, and shared a copy of the cancellation letter and indicated that I had not used the parking lot since July 28. She responded only that they did not receive the letter and that I would need to pay, followed by another email that the account would be sent to collections if I did not pay. I responded to this email with another copy of the notice letter along with screenshot proof from my computer that the letter file was created on the date indicated. I DO NOT OWE THIS MONEY. If I owed it, I would pay it. If I used the service, I would pay it. If I had failed to provide notice, I would pay it. None of the above are true. I do not owe this debt. This company needs to do the right thing and correct my account to the zero balance it should reflect. All of the above mentioned documents are attached.Business Response

SP issues parking violations and only gives you 4 days to pay. The online pay option does not consistently work, especially if you file an appeal first. If its not paid in 4 days then the fine increases to $50. Additionally, there is zero customer service available to assist. If a person travels to Harrisburg from a different area the only way to pay them is to drive back and put it in the drop box. This whole system is set up to extort additional money from people and not have any avenue for a person to get help. You can mail it also but then it still ends up being over the 4 days and an additional $20 is added onto it. After 12 days it is sent to the local court. Essentially, they end up forcing you to pay $50 or get tied up in the court system for a parking meter violation. I used two different computers and three different smart phones to try and get the online payment to go through and it did not and does not work.Business Response

Park Harrisburg online payment system is working fine, we have had 12,267 transactions since June 1st, 2023 until December 12th 2023. **************** did send a check in and we received it after the four days which would have gone to $50.00, however our policy is if the postmark is with in the four days the $20.00 penalty is removed. I believe he contacted BBB before he received his receipt which I have attached. The complaint is dated December 4, 2023 and the receipt for $30.00 is dated December 5th, 2023. I hope this resolves this situation.

On 6/24/23 I was issued a ticket for not being 20ft from a cross walk at an intersection. The problem is they consider every end of every street a crosswalk. I was parked on a one way road with no stop signs, yield signs, roundabouts, or stop lights which indicates that it was indeed not an intersection so I did not need to be 20 ft away. They think because there is a curb ramp for wheelchair/stroller access it deems it a crosswalk. The problem is if you try to appeal they just say "valid ticket" and don't even try to look into it. They are right and they know there is nothing you can do about it because if you take it to court and lose you owe more money and that's how they prevent you from attempting to fight it because they know they are wrong. Hello, I have attached a picture of ********************* car at the time the ticket was issued. I have also attached the crosswalk ordinance that states you must be parked 20 feet away from crosswalk and the third attachment is a case study that was done explaining the crosswalk in even more detail. Please let me know if I need to do anything case to resolve this case.

I am rejecting this response because: In "ordinance for crosswalk" which was sent via pdf Title 75 section 3352 subsection (a)(1)(iv) was highlighted by the senior manager of Park Harrisburg, this states you are not allowed to stop, stand, or park a vehicle on a crosswalk. The evidence I presented clearly shows I was not parked on the crosswalk nor was I parked at an intersection because there are no traffic controls there and the ticket I received was invalid and wrongfully administered.

I am rejecting this response because:
1. I was not parked on the crosswalk so the crosswalk was clear for any pedestrians to cross safely and 2. I was not parked at a crosswalk at an intersection so that negates the 20ft rule in which my ticket was given for. That being said and the evidence shows my ticket was invalid and they refuse to admit they are wrong.
