    State Property Management and Construction LLC is the company my family and I are renting from. Joseph F**** is the individual who we primarily deal with. I'm having concerns with his professionalism and how he manages the business. First of all, there was a water main break in the basement of the property of which we are currently renting. This break happened on July 27th 2022, and still, despite efforts to get it repaired, it has not. I have tried to contact local water companies pertaining to this issue, and they are unable to assist as the water is well water. This has cost my family money as we do not feel the water is safe to consume. When doing dishes or taking showers, the lower part of the house is permeated with a foul "rotten egg" smell. Hands have residue on them after washing and clothes are being stained by the water entering the washing machine. We are low income, we cannot afford this fix on our own. Mr. F**** is aware of this. Neither by PA law is it our concern to fix it as the break would be considered "wear and tear". When asked, Mr. F**** ignores the question and is difficult to reach. Secondly, we had rental assistance the in the past 90 days. The government funded program, ERAP, paid Mr. F**** for July, August and Septembers rent. On August 5th 2022, Mr. F**** sent me a text message confirming he was paid. On Oct 2, 2022, he sends me a text message asking for rent and stating that ERAP had not paid him. When I responded with a screen grab of his 8/5 message and asking when the water would be fixed, I was met with him stating he was going to evict my family. I feel it is worth noting, per the signed lease, rent is not considered late until the 5th and as far as I know, I have no previous balance due. The first also fell on a Saturday. Being said, I feel his response was in retaliation to my refusal to contact ERAP on his behalf again and because I asked about the water situation. Attached are the text messages and the state of the flooding.
