    I contracted this business to fix leaks under my mobile home, replace rotted flooring with black mold and replace wet insulation.. I am a 63 old disabled person that is receiving LTSS in my home and want to keep it. He assured me that he could do the job and remove the mold by removing the flooring and replacing the insulation that had gotten wet. The job has not been completed. I have reached out to the contractor dozens of times. Every time I do he says he is going to come over to finish the work and resolve the issue. I have paid him the full amount he has requested to do the job but he is not finished the job. This is financial exploitation of the elderly and disabled. I want all money's returned so I can move forward with a legitimate contractor. His licenses should be revoked. He is a con artist.

    I ****** ****** relieve **** Barlow from any claims of work at my property. I am being reimbursed $500 by **** Barlow to settle this matter. 
    This action will negate the claim I made with the Better Business Bureau of Harrisburg, PA. No further action is to be taken.
