    I am filing this complaint on behalf of ***************************. I have been appointed by the ****************************** to serve as his Payee/Representative to pay his bills out his SSA income, and to handle any financial issues for *****, as he cannot read or write.*****'s rent with a property managed by First Capitol ended, and he wanted to get his security deposit refunded to him. He was hit with a list of charges for things we believe was from the previous tenant, as the day after the previous tenant left, ***** moved in. One of those charges is $300.00 for cleaning. ***** was renting one-half of a trailer. My house is substantially bigger than that, and I am charged $80.00 for cleaning it. The cost for this is ridiculous. He should not be responsible for cleaning the oven and stove, as he has never used it due to his inability to read, which First Capitol was aware of since he first rented the place. He hasn't used the stove at all since he was there. The total charges exceeds the $900.00 and they are requesting a payment of funds over $900.00. We are seeking receipts of work done after the previous tenant vacated the property, to assure the work was actually done prior to ***** moving in. We are also seeking the full re-imbursement of *****'s security deposit, and a zero-balance of any amount over $900.00, as well as any invoices from the work done after ***** moved out, to insure that the work was and is being done, and not a case of First Capitol Management Company keeping the money with no intent of having the work done, both before and after ***** was renting at **********************************************************.
