    On 12/26/2023 I called CARRS Tire and Automotive I spoke with one of the owners which I believe is the wife. I advised her that my power windows were not working and the drivers side window would not shut. I asked if I could drop the car off and they could look at it at some point. She asked me to hold , shortly came on and said it was ok to drop the car off. When I arrived I entered the shop and I dropped the key off and went back to my residence. I figured that they would call me and let me know what needed to be done or ask my permission to proceed on with whatever needed to be done. Instead I was pretty shocked when the wife called me and advised me that he was able to get my window up , however, they were not able to fix it and did not have the part . She advised me over the phone that the cost , which she stated was diagnostics would cost $237.00 dollars. I had to stop her and asked why they didnt call me to discuss what needed to be done. I have never had any Automobile Repair shop just do whatever to my car and charge , but not call me to discuss. I feel that this was not approved for them to do anything to my window without my consent . I also asked her husband for a more detailed statement explaining what he did and he refused and said Im not giving you anything . They claim that what they did was diagnostics and he said that I should be happy since he closed my window at least . The point is here, you dont do anything to my car period without consulting me first with what you are going to do or what needs to be done. This was unfair and I shouldnt of had to pay for work that was not even done.. He never fixed anything except somehow figured how to close my window.

    In response to the consumer's complaint, it is important that it is made abundantly clear that the consumer was only billed for diagnosing the issue with the power window system, which is a complicated and intricate electrical system that takes time, knowledge, and experience to be able to properly diagnose. In this case, the diagnosis time was two(2) hours. Our hourly labor rate $110 per hour, which means the diagnostic time costs $220, plus the standard shop supplies fee we get on every invoice, which is two percent of the total bill, and the 6% Pennsylvania Sales Tax, which adds up to the bill being $237.60.

    The diagnosis of the problem was that the power window switch was not functioning and needed to be replaced. The customer was called and told the what the issue and cost of the repair would be. An estimate has been attached(Note: The estimate does not include a diagnostic charge because the customer had already had that done and paid for it. The estimate was saved in case the consumer wanted to do the repair in the future. Since the customer did not want the repair done at the time, they were only responsible for the price of the diagnostic time. As previously mentioned, there is extensive time, knowledge, and experience needed to be able to properly diagnose a vehicles issue, and there is a cost for that. It is not possible to give an exact price on what the diagnostic cost will for any given issue on a vehicle. Lastly, the customer was not charged for the window being able to at least be put back in the up position, it was a common courtesy we felt was right due to frigid temperatures of winter.
