    I bought my car from Kelly ** on 7-20-2020 when I was 19. I paid cash for it and drove away happily with my first car purchase. I drove it for 2 years until I noticed that they never issued my title to me January 2023. I immediately reached out and let them know the situation. The desk lady was very helpful, and I was told that the reason the title had not been released was that there was a lien on it. Odd, because I paid cash for it and I still have the receipt of transaction in my possession. I didn't think much of it until a bit of time passed on still no title had been issued to me. I reached out again and asked to speak with the owner, ****. It took a very long time to finally get in touch with him. During a week's worth of calling the office and having messages relayed to him, eventually I called off a friend's phone to see if they would pick up, and they did! The person on the other line claimed that **** had called me and was wondering why I was ignoring him. I never received a phone call from him. However, he told the person who eventually answered my phone call that he had called me. Eventually I spoke with him and he even told me he called, but there was no such phone call received on my phone. It seems he lied to both me and his secretary, for I totally do not think she would do that to me. Time goes on and I reach out again for the status of my title April 6, 2023. They tell me that it was declined because it still had an electric lien on it. I spoke with the secretary and she told, via email, that **** was personally figuring it out with his supervisor. I gave him a few days, then I emailed him twice, and left him two more phone messages. No response. At this (April 23, 2023) point I choose to rescind the offer based upon the fact that it did not seem apparent that they could give me a title. I notified him of this via email. He calls me the day after I sent my letter of recission and immediately verbally intimidates me. He leaves me with no choice but a lawsuit. I was especially surprised to see that this has happened to other people (see complaint below) and other people are also waiting for their titles from Kelly ** currently. I am not alone in this situation. He dealt me a car without a title and will not refund my money in exchange for my vehicle being returned to the dealership. In closing, this has been a major headache, and **** has not treated me with respect, decency, and honestly.

    We have been made aware of the Title Issue.  The Lender was contacted and is releasing the encumbrance on the title and the Commonwealth of Pennsylvania is sending the title to the customer.
