      I am a homeowner in the ************** section of Bensalem, **. It has been over a year since I have received the periodically sent-out newsletter that discusses important issues, news, and questions regarding the homeowners association. By contract, this is supposed to be sent/delivered to ALL homeowners. *********************, the property manager at **************, under Smallow Property Management, has harassed and discriminated against myself and my fiancee on the basis of disability. Upon calling her out on it, problems such as this and a general neglect to the building I live in (the management company has neglected to fix a water spigot that another resident broke -- my fiancee and I replaced it twice at our expense despite it being the responsibility of Smallow -- and I got a nasty email demanding that I fix it again ... I replied stating that I am done fixing things for free that are Smallow's responsibility)... Most recently, my vehicle was marked for towing due to being out of inspection by 15 days ... while the next vehicle over has been sitting for over a year, and out of inspection since 11/2020. I'm tired of the blatant discrimination and singling out, and it has crossed a line.

      This gentleman lives in a Condominium Association and refuses to follow the Rules and Regulations of this Association.  He reported us to Fair Housing because he wanted his own personal handicap parking sign, handicap signs are by his unit and Fair Housing dismissed this case.

      He parks abandoned vehicles at the complex and the Neighbors send us complaints all the time.  He works on his vehicles which is against the rules but he continues to do this.  ********************* has not been in touch with this gentleman for over 2 years.

      We totally avoid dealing with him because he is constantly reporting us to some agency for not reason.  He harasses his Neighbors and we can provide documentation on this.  He kicked in his Neighbors door and one of the owners claim he damaged their vehicle.  We do not communicate with this individual.  Recently we were informed he accused his neighbor of stealing his bicycle and walks past her door making rude comments.

      Although he has handicap license he parks his 3 vehicles and at one time two motorcycles in spots and leaves the handicap spot open.

      The Condominium Association rules state you must have a current inspection sticker on your vehicle and he did not.  The Maintenance Contractor not Smallow Management stickered his vehicle.  

      He reported ************************ to Fair Housing on Christmas Eve at 4:45 and then called to say what he did hoping it ruined her Christmas.  

      The Condominium Association Board and the Neighbors in his courtyard can vouch for ************************.

      We have managed this property since 1984 and since he moved in we have nothing but problems with him working on his vehicles and having uninspected vehicles into the development.

      I can provide documentation from Owners that will verify the problems they have with this person.

      A maintenance person stickered his vehicle and since then he has been determined to harass me.  I never ever met him or his girlfriend and have not spoken to him in over 2 years, I totally avoid him.
