I hired PA Certified to frame my basement. After negotiating and agreeing, I provided moneys for supplies and materials. It's been a month and all I get are excuses and empty promises, if they even answer texts or calls. Last time I spoke with them, I was told they will show on Wednesday, July 26th. No show and not even a call stating why and why they will show. This is a disgraceful and unworthy organization that steals rather than comply with the word and obligations.Customer Answer

The company reached out to me to supposedly resolve and do the work. A representative, ***************************, came to my home and said he will have someone do the work. Nothing has been done and I am getting no response from my inquiry and calls.
I am now looking into legal actions against them to see if I can recoup my money and file criminal charges against the company and the ******* as an individual. Seems they do this quite often and give a story every time.

November 22, 2022 , I Gave PA Cerrtified Contractors a deposit of $7800,00 to screen in my deck. And to this date it has not been completed ! The owner *************************** has lied repeatedly that he ordered the material. That has been since November of 2022. It is now June 2023. And nothing has been done but he has torned down my deck where it is not usable. I keep calling him but he does not respond to my call. Now when I call him I cant leave a message because his voice mail is full. I just want a return of my money! $7800.00 . Thank youBusiness Response

In response to your letter dated July 12, 2023, **************** has made a few mistakes in his complaint. The first mistake is that *************************** is not the owner of PA Certified Contractors, I never told ****************, nor did I Talk as an owner.My name is not on any contract signed by ****************, the person who signed the contract was **************,at that time he was running the co. When **** got sick the owner of PA Certified Contractors, asked me to try and get as many jobs done as I could.The first time I met with **,& *******************, I told them that **** was in the hospital, and that I would try to get their deck done. At that time it was still winterso no work was done, this was ok with ****************. When I started to work on the deck, the first thing was to dismantle the railing system. Then **************** asked me to get the deck as well as a fence in the area painted first, which I did, **************** gave me a check for eleven hundred dollars, I paid the painters, there was an extra, that is why it had to be paid up front. Then he said that he wanted all the 4x4 railing posts changed, which I did, that was an extra that he didn't pay for.The next time I got a text from ****************, he said that there were nails and screws left all over the place, I then texted *************** back telling him that the job is in progress, and he should be concerned with the finished product. Then he texted me that the new 4x4 was loose, I didn't respond to that, because they should be loose until we fit the railings in, then we tighten everything together, the next text I got showed people working on the deck. The people working on the deck were strangers to me, so I assume he hired someone else to finish the deck ( I have the pitchers ). Then he called me and said that he was taking the PA Certified Contractor to court if PCC didn't give some of his money back. I told him that I just worked for PCC and could not make that decision. I gave **************** the owner's name, and then he texted me back to never bother him again, I have all the text.A few weeks later he hired a lawyer and that lawyer talked to **** and recorded the conversation,when I asked about the phone call he said it never took place. ******************* is a lair! I was told by ************** that he was boss and I quote! I never acepted holding off on the work because **** got ill! Again this has been going on since November of 2022 and it is now July 2023 . He has 7800.00 of my money and nothing to show for it! And the only reason that this guy replaced the 4x4s is because I told him to. He was trying to use the existing one. Which were old and rotten. In the contract I paid for new ones! All I was is my money back. I told ***** because he is the only one who has been handling the project that I am willing to pay for the demo (but don't rip me off) but return the rest of my money. He said that he would have to speak to ********************* his boss. But he never return my call. Now Wether he sign the contract or not , The contract was still signed with the company that he represented! Who in their right mind would okay a delay in a project because the salesman got sick ! All lies! I have $7800.00 dollars out there ! All I want to do is to part company with this company! I just want my money back! Another thing ******************* miss represented the company as being the boss when he visited my home ! When I complained to **** about him, **** said that he was the boss ! Warning!!
Beware of PA Certified contractors. This company is represented by three men who have no integrity. *********************, **************, and especially ****************************
In November of 2022, I contracted PA certified contractors to redo my deck and have it screened in. ************** was given a check of $7,800.00 as a downpayment of $15,600.00. Shortly after **** suffered an illness. *************************** was then assigned to take over the project. ***** visited my home in December 2022, to discuss the project, and to pick out the materials. ***** stated that he would order the material, and further stated that if we have some good days in January 2023, they would start then.
January came and went. After several failed attempts to reach ***** and PA certified contractors, because there was no answer, and I could not leave a voice message because their voice mail was full. I was determine to keep trying. Eventually, I finally spoke with ***** and he stated the material would be delivered in February, and if he could store the material in my garage.
February came and went, still no material and no start date. After being totally frustrated and annoyed, I Decided to try and reach out to ****, and was able to speak with him. I began to explain to **** that I was totally annoyed and frustrated with everything concerning the project and how it is becoming very stressful for me not begin able to get any concrete answers concerning my deck. I further stated to **** that it appeared that ***** has gone into hiding, because I have not heard from him in weeks.
After speaking with ****, a few times I began to get conflicting messages from him also. This went on for weeks. Finally, in May of 2023, I reached ***** and he stated he was ready to start working on my deck. June 2023, PA Certified contractor demo my deck. I requested that they paint the floors of the deck (which was not in the original contract), which was an additional $1,450.00. I gave ***** a check for $1,450.00. ***** requested that I make the check out to him, which I did, even though I found it strange.
I also, requested that ***** change the 4x4's, because he was trying to keep the old rotten ones without changing them. After replacing the 4x4's PA certified contractors never returned to my home. They left my back yard in a total complete mess; my family was unable to use the back yard. After several months of PA certified contractors defaulting on the contract, I requested my down payment to be returned to me, and if it wasn't, I would take immediate measures and take legal actions. This is now July, nine months (9) later, no material and I have an unusable deck.
After not getting my money back, I told ************ was going to legal. ***** used that as an excuse not to move further. Which I am aware is just an excuse. I believe PA contractors use my down payment of $7,800.00 for something else, so now we are headed to court.Initial Complaint

On Aug 19, 2022 I signed a contract with pa certified contractors to add a bathroom in our basement. It has been 7 months and it's still not completed. We have paid 2/3 of the contract and half the work is not completed. Work has stopped in December 2022. I have contacted them numerous times and they have not responded to my calls, texts, or voicemails. Certain jobs were not done well. They installed a door and it's not sealed correctly. There's a gap on the bottom right side. I have brought it to their attention many times. In the past they responded saying they lost $100k the accountant is looking at their books (Jan 9,2023), then they told me that they will give money to their guy, ***, to buy the supplies (Feb 9,2023). They have never met with *** and I've been trying to contact them every other day, if not daily and I have not received a response. I want them to refund part of the money so I can hire another contractor to complete the job. It should not take this long to complete the job. I signed a contract with ******************** and PA Certified Contractors for an attached garage at my home in Albrightsville, PA on January 22, 2021. The contract price was $47,450. I paid **** $10,000 on January 23, 2021 and the foundation dig started in July 2021. Per the contract, I paid **** another $10,000 on July 11, 2021. When the foundation was complete, the framer was ready to frame the garage, but **** didn't have funds to buy the lumber package, so I purchased the package directly from the lumber yard at a cost of $11,032. I then purchased the log siding for the garage from the mill at a cost of $8,979 for the same reason. The framing was complete and the roofers installed the roof but did not install flashing. Since that was unacceptable, I met with another contractor (who builds log cabins) and have since engaged him to finish the job. First off was a total rip off of the brand-new roof because the plywood was not nailed sufficiently and was lifting off. The new roof cost an additional $7,000. In total, I have paid to my new contractor over $30,000 to clean up and continue the work that ************** just walked away from. Through texts and emails I asked **** just to pay for the cost of the materials after his stoppage and no reimbursement to date. He has completely stopped communicating with me in any form. My new contractor said **** TOTALLY UNDERBID my job, which is obvious to me at this point. Mine is not the only person with issues - my neighbor just sued **** for making a mess of her project.Initial Complaint

I hired Mike C****, co-owner of PA Certified Builders in Tannersville, PA in February of 2021 to build a 16 x 16 2nd story addition to my house, with open space below to use as a carport, for $39,500. The company begin digging for my addition in the end of July of 2021. However, the piers that were poured were significantly off in measurement, thus, the sub-contracted framer halted work. That was the beginning of many mistakes. The piers, in total, were poured three different times because of miscalculations. Framing progress was impacted. And, the building inspector ended up shutting down the job in November/December of 2021. All of that has caused significant inconveniences, e.g. cancelling vacations, leaving work early, etc. Additionally, as far as inconveniences, I had a port-a-potty in my driveway for 6 months, even though there wasn't any progress or any workers on the job. And, I had trash and lumber in my yard that no one was removing. When they finally delivered a dumpster, it sat in my driveway, left rust spots that cannot be removed, and, again, didn't get used for 2 of the 3+ months that it sat in my driveway. The contractor has regularly hired unqualified workers. Approximately 70% of the building addition has had to be redone 2 and 3 times because he continues to hire unqualified workers. Presently, I have holes in the drywall because the 2nd set of drywallers did not cut out all of the electrical boxes and outlets. And, despite being hung 2 months ago, I already have cracks in the ceiling because the drywall/sheetrock was not properly installed. I had 68 switches/plugs on on circuit, so a 2nd electrician had to be rehired to redo the electricity. I have gone weeks and months without even one worker at my house. And, I have gone days and weeks with no contact from my contractor.Business Response

I have reviewed the response made by the business in reference to complaint ID ********. The response is correct. The business has made significant progress towards completing the addition to my new home. There are still outstanding items on the punch list. And, I am reluctant to assign a percentage to the overall completion. But, I do feel positively that PA Certified will complete the project to my satisfaction within the next work week.
