******** was established on 4/6/2024. Materials arrived 5/1/2024. On 6/13, he requested an additional $1,153.11 cash payment in case materials were missed on the order. on 6/14, proprietor said that the contract had the wrong amounts then provided documentation stating that I gave him $619, but it was $691 and then he requested $1,089. On 6/23, I asked for update. On 7/19, I requested the schedule. Proprietor informed me about a Special Use Permit. I asked for his help with the paperwork. It asked for plan, property card, maps, etc. and he had plans. Proprietor stated that it was my responsibility to submit and pay for the Special Use Permit. He also stated that he would help. I sent him the form via email. On 11/22, I asked if the variance paperwork had been submitted, no response. On 11/24, I requested a full refund of $1,616. Proprietor stated that there are no refunds. Without Proprietor's assistance, I completed, submitted, and paid for the Special Use Permit. Proprietor claimed to have been sick during July/Aug & presented a **** note. He also had an issue with his printer and with his work vehicle. Once the Special Use Permit was approved, I had the Building Permit paperwork ready for submission. At this point, I discovered that Proprietor submitted the building permit but never paid for it. Due to several written comments, I felt very uncomfortable dealing with Proprietor. I felt threatened. He made several indications that the job would be done. It wasn't. Once all approvals were in place and paid for by me, Proprietor claimed that it was too cold or wet to build a deck. He never built the deck, did not pay for supplies or any permits. He requested funds, received the funds, and never started construction. I reached out to 3 other contractors for assistance. The plans that were submitted by Proprietor did not "fit" the area. It was too large. To date, Proprietor did not build a deck on the requested site, nor did he send a refund.

Leroy Harris re-organized the materials purchased by the owner. He collected fund on two separate occasions. Leroy Harris did not even pay for a building permit. I paid for the special use permit, the building permit, and my husband purchased the materials from home ***** A deck was never built. It was discovered after the fact that the contract included mistakes.

Businesses and Customers should be civil, courteous and polite in their responses to complaints. It is important to remain professional and productive when participating in the BBB complaint process.
