      I am reaching out to discuss a potential retaliation case involving Pearlwood Estates, an apartment complex located in Evergrove Heights. Here’s a summary of the situation:

      I recently placed a renter’s escrow with Pearlwood Estates to address a bed bug infestation in my apartment. Despite providing multiple forms of evidence—including doctor’s notes documenting bed bug bites, photographs of the bites and infestation on my mattress and sheets, and even a live bed bug as requested by the property manager—the management initially refused to take action.

      Only after I caught and presented a live bed bug did the property manager arrange for extermination. After the first treatment, I was billed $775.50 for the extermination, despite:

      • No evidence being provided to show that I caused the infestation.
      • No itemized invoice from the extermination company showing details of the treatment or the basis for the charges.

      Pearlwood Estates appears to have taken retaliatory action by charging me for extermination after I pursued the escrow to address an issue that impacted my ability to live safely in my apartment. I believe that charging tenants for extermination without proof of responsibility is not only unjustified but also a potential violation of tenants’ rights and the property’s obligation to maintain habitable conditions.

      I am seeking your guidance on how to address this situation and would like to understand my options regarding:

      1. A possible refund of the unjust extermination charges.
      2. Protection against any future retaliation from the property management.

      I am responding to the complaint in regard to retaliation and unwilling to provide services to the resident's concern of bed bugs. On 10/19/24 the resident submitted a work order stating she had bug bites from her room, and she was unsure if the bites were caused by bed bugs, spiders or mosquitos. Our pest control company was contacted and came out to view the unit for possible insects on 10/21/24. He said he did not see any bugs at this time of visit. On 10/20/24 the resident submitted another work order including photos of an image of a small bug and stated that she seen multiple bugs on her bed frame and sheets. Our pest control company was alerted again and re-inspected the unit on 10/22/24. He again reported no site of bugs or insects present in the unit. On 10/21/24 The resident submitted another work order stating she found another bug in her mattress and went to the doctor for her bites, and they confirmed they were bug bites due to the pattern of bites present. She provided photos of the after-visit summary. The pest control company left traps in the unit to try to identify if there were any bugs present. The resident brought in the trap on 10/25/24. When the pest control company was contacted the Bed Bug treatment began on 10/29/24. The invoice was received for the treatment and was given to the resident by previous management. The invoice was not to be billed to the resident and will be removed from the account. I spoke to the resident on Saturday 10/2//24 about this issue and concerns. She is in agreement that the treatment to the unit has worked she has not witnessed any bugs. She does know that the charges will be removed from her account. She stated she placed a renter's escrow with Pearlwood Estates but that was never done, and she does not plan to do this any longer.
