This complaint is a formal follow-up to CFPB case #******-20824113 regarding a collection account reported by ********************** (Account #*********), which I have already *********** your response to the ****, your company stated that you sent a direct response to me. However, I have not received any such communication, and I do not consent to being contacted outside of the BBB portal. I am submitting this complaint specifically to ensure all communication is documented and traceable, as I am maintaining a complete paper trail in preparation for possible legal proceedings.I have attached the settlement letter your company did send at an earlier time, which names **************** as the original creditor. In response, I contacted **************** directly, and they confirmed that they have no record of this account being associated with me and could not validate the alleged balance of $576.76. This raises serious concerns about the validity of the debt, especially since your company is now offering to settle for just $145 suggesting even further uncertainty about its ************* addition, this account appears to be connected to the ************ breach, for which I have provided my official claim ID as proof. Also, based on my states statute of limitations, this account is no longer legally enforceable for collection. I am demanding the immediate deletion of this account from all consumer credit reporting agencies. This account is not in litigation. I stated that if the matter is not resolved within four (4) days, I will pursue legal action and file complaints with additional regulatory agencies, including the FTC, and my state attorney general. This complaint is a formal follow-up to CFPB #250515-20824113 regarding a collection account reported by Complete Credit Solutions (Account #D2535****), which I have already disputed. The company stated that they sent a direct response to me. However, I have not received any such communication, and I do not consent to being contacted outside of the BBB portal. I am submitting this complaint specifically to ensure all communication is documented and traceable, as I am maintaining a complete paper trail in preparation for possible legal proceedings. Complete Credit Solutions, **** (CCS) purchased a file of charged off consumer debt originated by **************** on December 18, 2020. Included in this purchase was the outstanding and delinquent debt owed by ********* ******.
Our records indicate this account originated on August 07, 2018, through an arrangement between **************** and ********* ****** employer at that time. The original **************** account number is ********* with a balance of $1,048.54 (Attachment A). The last payment was received on September 06, 2018, for the amount of $40.33 and the account was charged off by **************** on June 26, 2019, and the amount was $576.76.
To date, CCS has received EOSCAR disputes from ***********, Equifax and Experian. As required by the **** a complete investigation was conducted, and information has been verified. A response was submitted to ****** within the time allotted by the ****.
It should be noted that *** received two CFPB complaints from ********* ****** on May 16, 2025, and May 20, 2025 (Attachment B and C). A fraud packet was attached to our responses, and we also sent via the package via email to ********************** requesting documentation to investigate the account. However, to date, no documentation has been provided by ********* ******, making it impossible to assist with the investigation. *** will once again be addressing the fraud packet through this complaint (see attachment D). As previously notified to ********* ******, CCS needs to receive the requested documentation to begin its investigation process.
CCS is more than willing to investigate the claim of fraud/identity theft. However, that will require ********* ****** to provide our office with all the necessary documents. Upon receipt of that information CCS can elevate the claim back to ****************. CCS is interested in working together with the investigation of the account for identity theft.

I am rejecting this response because:I write in response to your correspondence dated May 1, 2025 regarding CCS Account #****** and the alleged debt purchased from ***************** I hereby formally reject your claim, as I have never entered into any contract or agreement with **************************** (CCS). Furthermore, your collection and reporting practices violate multiple provisions of federal consumer protection statutes, including the Fair Debt Collection Practices Act (FDCPA) and the Fair Credit Reporting Act (FCRA). Below, I identify each statutory violation and demand that you immediately cease all collection activities, provide proof of a valid contractual relationship and chain of title, and correct any erroneous information with all consumer reporting agencies.
1. No Contractual Relationship
I categorically deny the existence of any contract between ******** ******* (the Consumer) and CCS. **** assertion that it purchased a charged-off account and holds the right to collect this debt is without legal foundation, as no signed or verifiable contract has ever been provided. Under federal law, a debt collector must establish a valid basis for collection, including the original contract and chain of assignment, before initiating any collection activity.
2. Violations of the Fair Debt Collection Practices Act (FDCPA)

Proof of Contract: Provide a copy of the original signed contract and the complete chain of title demonstrating CCSs valid assignment of this debt.
Correct Reporting: Remove or correct all adverse information from my credit reports furnished to all consumer reporting agencies.

I am rejecting this response because:Dear Mr. **************** correspondence serves as my formal response to the alleged debt referenced in your BBB complaint response dated May 7, 2025. After a thorough review, I am asserting that Complete Credit Solutions, **** (CCS) has violated the Fair Debt Collection Practices Act (FDCPA), breached my privacy rights, and that the statute of limitations for debt collection in ******* has expired. Additionally, I challenge the legality of enforcing a purchased debt.
Violations of the FDCPA
Under the ****** CCS has violated several provisions, including but not limited to:
807 - False or Misleading Representations:
CCS cannot represent that it has the right to enforce a debt when the statute of limitations has expired.
By alleging that the debt is valid without providing a legally sufficient validation of the debt, CCS may be misrepresenting the legal status of the debt.
809 - Validation of Debts:
CCS has failed to provide clear and sufficient evidence of the debts validity and chain of ownership, as required under 809(b).
The documents provided (attachments AH) do not constitute adequate proof of the debts enforceability under federal and state law.
805 - Communication with Consumers:
CCS has initiated communication regarding a disputed account without my explicit consent and failed to cease collection activities until the debt is validated.
Privacy Rights Violations
CCSs submission of my personal information through the EOSCAR system, in response to ACDV disputes, may constitute a breach of my privacy rights under the Fair Credit Reporting Act (FCRA).
The transfer of my alleged account and associated data without explicit consent further breaches privacy standards.
Statute of Limitations in *******
The statute of limitations for written contracts in ******* is 6 years, per Alabama Code 6-2-34.
The alleged debt originated on December 2, 2017, and was charged off on July 29, 2019. This places the latest enforceable date in July 2025 (if written contract provisions apply). However, *** has not provided evidence of a written contract, and verbal agreements or open accounts are subject to a 3-year statute of limitations under Alabama Code 6-2-37.
As of today, the statute of limitations has expired, rendering this debt unenforceable in any court of law.
Purchased Debt Enforcement
The purchase of charged-off consumer debt by *** does not inherently confer the legal right to enforce the debt.
Alabama law and FDCPA standards require clear documentation of the chain of title, including original contracts with my signature and explicit transfer of the right to collect. Such documentation has not been provided.
Conclusion and Demand
In light of the above, I demand the following actions be taken immediately:
Cease all collection activities and communications regarding this alleged debt.
Remove any reporting of this debt from my credit reports with all Consumer Reporting Agencies.
Provide a formal acknowledgment that this debt is unenforceable and has been closed.
Cease the dissemination of my personal information through any third-party systems or agencies.

This is the third complaint answered by Luquonda ******, the first one was originally filed with your office in October 2024 and another in December 2024(see attachment A). The complaints were closed by your office due to Luquonda Waters failure to respond to our responses.
As previously answered,Complete Credit Solutions, **** (CCS) purchased the file of charge off debt originated by **************** on June ******* including this purchase, the outstanding and delinquent debt owed by Luquonda ****** (Attachment B).
Our records indicate that this account originated on June *******, though an agreement between **************** and Luquonda Waters with the original account number *********. The original balance for the contract in question was $1,585.16 with a last payment of $121.94 on October *******. Since Luquonda Waters did not continue making payments, **************** charged off the account on July 29, 2019.
CCS has received multiple EOSCAR ACDV originated by Luquonda Waters through ************ Experian, and Equifax. As required by the **** a complete investigation was conducted, and information has been verified. A response was submitted to ****** within the time allotted by the CRAs
Through E-Oscar ACDV Luquonda Waters attached a **** Complaint with a letter from *** logo indicating that the account would be closed because it was a fraudulent account. This letter was fraudulently created because *** did not issue it. (Attachment C).
In October 2024, Complete Credit Solutions attempted to contact Luquonda ****** to discuss her complaint,but her response was that she charged for phone calls and CCS was unable to speak with her to properly work on the account and be able to complete or assist her with her claims.
As today, CCS has had no direct communication by telephone or email. I also want to advise your office this matter between Complete Credit Solutions, *** and Luquonda Waters has been elevated to our legal department due to fraudulent and illegal actions committed by Luquonda ****** when filing complaints with your office, the **** and the CRAs.

Our records indicate this account originated on October 5, 2017, through a lease purchase arrangement between ************ and Makeilah France. The original *********** account number is *******. The amount financed by Makeilah France was $1,932.24 (Attachment A). The last payment in the amount of $173.90 was received on August 16, 2018. Due to nonpayment the account was charged off by *********** on July 31, 2018, and the charged off amount was $1,705.20.
In May 2023 Makeilah France entered into a repayment agreement with one of our outsource collection agency.From May 17 through July 4, 2023, Makeilah France made five (5) payments to ************************* (MRC) totaling $450. No additional payments were received by *** and the account was recalled.
To date, CCS has had no direct communication with Makeilah France by telephone, or email. CCS has received multiple EOSCAR ACDV originated by *************** through ***********, Experian, and Equifax. As required by the **** a complete investigation was conducted, and information has been verified. A response was submitted to EOSCAR within the time allotted by the CRAs. CCS has also mailed Makeilah France a letter on December 18, 2024, to the address the letter received on that same day.

Our records indicate this account originated on February 18, 2020, through a lease purchase arrangement between ************ and ****** *********. The original ************ account number is *******. The amount financed by ****** ********* was $8,909.04 (attachment A). The last payment date is September 23, 2020, and the last payment amount was $401.83. Due to nonpayment the account was charged off by *********** on December *******, and the amount charged off was $7,799.61.
CCS has received and processed multiple E-Oscar ACDV originated by ****** ********* through Experian, Equifax and TransUnion. As required by E-Oscar and the Credit ****************** each dispute has been investigated and responded was summited within the allotted timeframe.
To date, CCS has had no direct communication with ****** ********* by telephone, mail or email.
