    My name is **** ******, I am a student at Jamestown Community College, in Jamestown NY. I enrolled in online networking course for 3 credit hours, working towards my degree. After enrollment, and paying tuition, the instructors indicated that he wanted to 'save' the class some money by subcontracting out class instruction to 'TestOut' corporation, with TestOut providing instruction throught their website instead of an actual text book. TestOut does not provide students with sufficient materials to learn topics. They give series of streaming videos, which can not be down loaded, in the 2 to 7 minute videos, they make extensive use of pictograms and 100's of acronyms to explain networking topics. They provide no hardcopys for study reference. They provide no glossary for hundreds of terms students are expected to learn and will be tested and graded on. Unless student has a photographic memory, they will most likely fail this course. Overall, the TestOut thing seems, to me, to be a scam, preying on student financial aid, without providing proper learning materials,. I do not believe TestOut programs are certified to offer college credit leval courses in NYS, yet, this is what they are doing. I am paying ~ $750 to NYS SUNY school system to teach me Computer networking, and $120 to testOut. When i asked SUNY instructor about TestOut graded questions not being covered by TestOut learning materials, he stated I should "search on the internet." Yet it was his idea to save me money by sub-contracting instruction to TestOut, why am I Paying ~$900 to search on internet? Main question I have, is TestOut certified to provide state public college courses in NYS? I think this company is a big fraud, and I am dumbfounded their 'instruction' is being used by a NYS SUNY public school. Something is very wrong here.
