      My wife, was contacted by Christopher D****** with Alta Design and Construction as we were interested in having the basement of our home finished. D****** provided us with a quote for the remodel with a total price of $35,000. We signed a contract with Christopher and his business, Alta Design and Construction, on 9/18/2023. According to the contract, the payment would be split into 3 parts with $11,500 due at signing. We provided Christopher with a check for said amount. On 10/16/2023, Christopher informed us that he had us scheduled to begin construction and he would purchase supplies and the second payment of $11,550 was due and needed for supplies. I paid Christopher with a check, which he immediately cashed. Unfortunately, Christopher and Alta Design and Construction did not start. Christopher claimed that we needed to verify plans and finishes. We tried to provide Christopher with all the information needed, but he continued to stall beginning construction. On 11/08/2023, Christopher delivered some used 2x4s and framing would begin soon. No work began. On 11/13/2023 I was contacted by a subcontractor, who informed me that Chris had been taking people's money and not completing work. On 11/14/2023 I informed Christopher that I needed my money back. Christopher stated that he would need to get a loan but the money would be returned in 7-10 days. After 7 days (11/21/2023), Christopher stated that he had gotten a loan but was waiting for the money to show up in his account. Chris has refused to answer his phone. I have attempted to call the company but there is no answer.

      I met with Chris G******** on September 1, 2023. I gave him $8455 for a siding job. I was in touch with his design specialist for renderings, but I did not talk to him again. I tried contacting him several times by phone and text and email with no luck. By November 22 the job hadn’t been started and I have received no materials for the job. At that time I received a call from a farmer employee of Chris’s who said Chris had given him the job to finish because he was too busy. I assumed that Chris would turn over the deposit, so Alonzo could buy materials so forth. But he had not. I paid for materials and labor to Alonzo and the job was done. I have not been able to contact Chris and from what I understand he thinks that I owe him more money. I believe that if a contract exists between Chris and me, it would be invalidated by the fact that Chris has done nothing to fulfill his obligations. Also, I understand that he is pulling the same stunt on over 40 customers around Salt Lake City.

      Paid 7,250$ on September, 9, 2023 to Alta design and construction (Chris d*******) for demolition of a wall and installation of 2 drive thru windows they have been very unprofessional by them not in contact not letting informed aswell as lying multiples times when the job would start for example he submitted the permit on October 13 2023 telling it would take up to 3 weeks for permit to get approved. 3 weeks pass and no contact I had to contact asking what’s going on and he says another and goes and I was forced go call dopple to submit a complaint and got hold of mr. D****** Wich he informed that he will need an engineer paper and he would get the permit the following and the weeks and I contact him telling me that he submitted and I have to call the city which I do just for the city to inform me he did I contact him again and he say next week the wall will be demolished, he keeps prolonging the date and I am running out of time, I hope you help me solve this matter.       We completely understand the customer’s concern.  

      We have explained numerous times that as a licensed contractor we will not perform work without an approved permit.  In order to perform the work the customer wants, we required a site plan with detailed drawings, measurements and structural engineering.    

      Our measurement team visited the site immediately and returned the drawings within 2 weeks of the signed contract and deposit receipt.  

      We then submitted the drawings to our structural engineering firm, Level Engineering to request a site visit.  

      The engineers were backlogged for 3-4 weeks at which time the customer began harassing us to move faster and start work without a permit. 

      As a matter of state law and company policy, we will not perform work illegally.  

      The customer has contacted DOPL and the BBB in an attempt to threaten us into starting work without a permit. 

      The city of Salt Lake has had the permit under review since they received the structural letter on the 13th of November.  Since then the customer invited us to look at the un-permitted work they have already started on their commercial space to prove that they started work without a permit and don’t care about local laws or regulations.   

      We stand behind our decision to work within the laws of our state and will not be threatened to break the law.  

      Since we are the only licensed contractor who has filed for a permit on this project and the customer has started un-permitted work, we will be consulting our legal counsel on how to proceed with this project.

      I am rejecting this response because:

       

      Good morning Chris,

      As we discussed, You were hired 09/09/23 to break down a wall and make (2) two walk thru windows at my shop. You advised me that you would handle all the documents with the city in order to obtain the necessary permits. 

      You submitted the permit 10/13/23, you said that we would recieve the permit in 2 to 3 weeks time. 
      It is now December 20, 2023, still nothing has been done.

      I tried contacting you multiple times so i was forced to contact DOPL.
      Luis from DOPL contacted you, which you advised Luis that the paperwork was missing engineering paperwork. Which held the paperwork in line. 
      You told me once we get the engineering and submit it we would get the permit the following week.

      You then advised me that you would pay the engineer, which you did not  I ended up having to pay an additional $1898.10 to Clifton the engineer. 

      Nov 11 2023 is when you received the paperwork, I contacted you 9 days later on the 20th, which you advised me you were dealing with the city. 
      I called the city  and I spoke Slater Wilson, which advised me you still had not submitted anything to them since October 13th 2023.

      You then came to talk to me and stated that your assistant was unable to submit the paperwork and you would submit it that same day. And we would have the permit the following week. 

      After all the run around I decided to look your company up and saw that you had done this type of thing before to many other people. 
      Which one of them stated you cost him $75000.00 ($75k) of damage to their property.

      After I saw what your previous customers were claiming is when I 
       requested a refund of the $7250.00 that I gave you on Sept 09, 2023 which you totally ignored me. 

      From the beginning you stated it would take 3 weeks for the permit, and then 3 days construction. We are now in December nothing has been done, I have not received any refund. A job that you quoted me would take one month to be completed is still not even started as of today date. 

      I've lost a lot of money and time dealing with all this that you have put me through. 
      I would like to know how you plan to rectify this situation.

      A contract was signed on Jan. 12, 2023 with Atlas DC (an alternate name for Utah Tree and Landscaping) to perform certain home improvements. These improvements included installation of new roof shingles, installation of new roof mounted PV system, Replacement of house windows, and construction of a new bathroom in the basement. The sales person provided a third party lender which financed the deal. Within four months the roof and solar system were complete, at which time the contractor applied for and received from the lender, full funding for the entire project. At this point, work on the project ceased and the windows replacement and bathroom construction remain incomplete despite repeated efforts to get the contractor to finish the job. Atlas DC has made promises to finish the job, sent sub-contractors to look at the project, but 11 months later, it still remains unfinished. We have requested that Atlas DC reimburse us for the unfinished work in the amount of $25,000.00 per the amounts listed in the original contract and rectify the underpowered solar system so that it produces power sufficient to reduce summer time power bills to $15.00 or less per month. Two weeks have passed since our request without a resolution from Atlas DC.
