    We had a contract with **** Sullivan (owner of RC Sullivan) to build a house. We signed our contract August of 2021 with an expected completed/move in date of Feb 2022. During the 6 months between when we signed the contract and the expected completion date there was no progress made on the house. They did not break ground on our house until a week before the expected completed date. **** assured ** this was due to the county and them being behind on issuing the building permit. After a quick call to Sussex county and speaking with their zoning department we were informed that he had not even submitted the application for the permit. He continued to lie about this and blamed the county for his lack of planning. Completion of the house took an additional 5 months and we did not close until July 2022. Along the way there were numerous problems with **** and the sub contractors he chose to hire resulting in a poorly built house. Per the contract with RC Sullivan construction, We had a 1 year warranty on the house to ensure everything was working properly. Since moving in we have had plumbing issues, electrical issues, flooring issues, well and water issues, and grading issues that caused the yard to retain water and create a pond in the front yard. All of which were a nightmare to get him to cover under our 1 year warranty. His solution to our yard holding water was to dump a load of dirt in the front yard and then tell ** we had to spread it. Our driveway has completely washed away and he has flat out denied to fix this under warranty. He claims "I lost money building your house due to the influx in lumber prices" and i believe that is why he refuses to fix anything else under warranty. He is an absolute nightmare to work with and does not need to be conducting business like this. Would not suggest him to anyone.

    ********************** apparently spoke with the zoning department in Sussex who told him when the zoning was completed on the lot. However zoning is the first to complete their end and then it has to go to the ***************** which was extremely short staffed and then the ******************* which also had no building official or inspectors at the time of his build. A neighboring county assisted Sussex in that matter and there were delays because of that. I can assure that the project was started as soon as the building permit was issued. The completion of the house took 5 months which is not abnormal and there were numerous days in which the weather delayed progress. I am unaware of any framing issues that he is claiming and there were no issues upon inspections from the county. ************************** electrical issue was due to the fact that the power company cut his line running to a detached garage and that was taken care of by my electrician with no charge to **********************. I have not been made aware of any plumbing issues and the plumbing company went out of their way to upgrade the toilets and install a pot filler in the kitchen during construction at no cost to **********************. The well and water issue that he is speaking of was due to ground water seeping into the well and the installer came out the next day and took care of the issue at no charge to **********************. I have not been contacted about any flooring issues since completion of the home but if there are any I would be glad to have the Company that installed the floors take care of that at no charge to **********************. The lot that ********************** chose has a fairly steep driveway in which the house sits on top of the lot. The yard was properly graded per code and had no issues passing a final inspection due to grading issues. I had a load of topsoil delivered to ********************** at no cost after closing on the property and explained to him that the area was currently too wet to try to grade. ********************** told me that he had access to a machine and he would take care of that on his own. I had the contractor that graded the yard on the schedule to spread the topsoil for him as soon as it dried but due to the location of the wet area and the weather it took more time to dry than expected so he chose to take care of that himself. Profit on a build has no impact on the quality of the home or the warranty that I have always stood behind since starting business in 2007. ********************* and myself did not have any issues personally during the construction of his home and it is my belief that he is upset due to the fact that the driveway and yard are eroding. The contract that ********************* signed clearly states that once the homeowner takes possession of the home that they are responsible for settling and erosion of the yard and or driveway as this is normal homeowner maintenance. I believe that if the yard had been over seeded in the fall and normal maintenance was done than there would be no issue. With a yard being planted in July it is not abnormal for the grass to not excel due to the heat. If ********************** has any issues pertaining to the house I will gladly take care of those for him with the exception of the yard and driveway that fall under his responsibility which is stated in his contract.
