    March 29, 2023 TO Manager of Chesterfield County Utilities PO Box ***** *********, ** 28272-1143 RE: Acct. 00160794-2018914 To Whom It May ***************** in the mail I received this invoice from Chesterfield County indicating that I am being penalized for something that I do not even know about.This is absurd and ridiculous to send this type of notification to a senior when I never received any prior billing other than this one.You can blame the US ************** for non-delivery, because if I had received a bill it would have been paid.I am asking for a written reason why you did not make contact directly with me at my phone ************ or even email me at "*******************."This is not a good system to send a notification of lateness or penalization without first making contact with the customer to inquire if they received a bill,where they are alive or in the hospital.I look forward to an immediate response back to my complaint.Thank you.Why did you never change the billing to my name when I called many times and informed you that ******************** is deceased as of October 7, 2022?This is incompetence on your system and staff, why is that? I spoke with someone by the name of ***** today March 29th and would not resolve the penalty situation.I think if someone is deceased you should not charge the other individual who has been paying for months the utilities.     Good afternoon:

    This is in response to case number 19869176.

    The account in question has been opened to the complainant ***** ********************* name as requested by **************** on March 29, 2023. We were not aware that the previous account holder (Mr. *********)had passed away until **************** contacted us on March 29, 2023 to let us know that he received the bills with the previous occupant Mr. ********** **************** has lived in this property with the previous account holder. We received a call in January 2023, regarding the past due bill. The person that our **************** Representative identified himself as Mr. ********** (In the complaint, **************** indicated that Mr. ********* passed away in October 2022). We have no knowledge when Mr. ********* or any customer had passed away unless one of the family will contact us directly. In this situation, no one contact that he passed until **************** called us in regards to a past due in March 2023. If he contacted another department in the county, it wouldn't be relayed to us as we are independent from each other. 

    We are going to waived and adjust the .73 cents that **************** is questioning of the interest and penalty. He is made aware of the adjustment. The **************** Supervisor in Billing will be in communication with **************** to resolve his concern.
