  Please do not do business with Frank **** or Special Concrete, LLC. He came up short on what the contract stated and promised to come back to finish the work., but never did. After months of excuses, I filed a civil complaint. Of course, he did not show up in court, so I won after providing the contract that I requested before he began the job and all communications between me and him. He is a talker and will not deliver on what was agreed upon in the contract. He will also request cash as payment. In short, Frank *** is a scammer and should be ashamed for cheating customers out of their hard-earned money while bringing his son along to customer estimates.

  Frank is a fraud and scammer. His crew has been operating illegally without a license. I’ve learned my lesson the hard way. They never had any permit to work on my drive way but lied about it and proceeded on. When the inspector came round, they disappeared in seconds. My driveway now has giant cracks everywhere after only a few months. Contacted Frank and he took no responsibility and ignored me completely. Worst people to do business with.

  My driveway and walkway looks amazing! So happy! Frank was easy to work with. Paid Frank after the job was completed, he was so easy to talk to and had amazing ideas on what worked best for what we were trying to achieve.

  Do not under any circumstances give Frank cash. If you use this company, do not pay them up front. Pay them after the job is done and use a card. Frank will pocket the money for himself and use it for personal reasons. He'll expect you to repay the amount when he messes up. Or he'll just block you from everything so you won't be able to get a refund when you pay cash. He will not even write up a receipt even when he claims that he will so there won't be a paper trail.
  He also will not file for any permits. When the city comes to cease operations, he will scatter like a roach and you'll ever see that money again. If you leave a review he will threaten you. Don't even get started with Amy. Shes like a secretary and clean up crew for them but she acts like an owner. She will also demand extra funds for herself because all she does is complain about being broke yet brags about her "lavish lifestyle". I don't think she knows how to stick to a story. Actually, do not even do business with this company. To be honest, he is completely incapable of running a business. Unless, he knows what he is doing but that'll mean he knows how to scam people.

  Frank **** claims to be the owner of Special Concrete but he actually works under the table for them. He is a known scammer that makes customers pay cash then pockets it for shopping trips, vacations, and gambling. He brought his gf/mistress Amy Mackay on to help him get money out of customers. They have both threatened people with legal and physical violence to prevent them from speaking up.
  The real owner is Diana but she and her husband allows Frank and Amy to scam customers.
  They also don't even bother with permits so watch out for that.
