      I have been working with Cascade Surveying and Engineering on developing my property and building a new house for 3 years. The engineer I originally worked with left the company and I was only informed that a new engineer and septic designer were assigned to our project when they showed up at a pre-construction meeting with the Snohomish County health department prior to the installation of our septic system. I was originally quoted $1500 for the as built documentation, but then was billed for multiple added services which were only explained to me if I badgered them. I have since paid ~$6000 for this as-built documentation. On 3/7/2025 I was told by the designer, *** ****, that the documentation was ready to be filed with the county, pending the engineer's signature. I have contacted the engineer, *** ******, multiple times over the last weeks and at every point he has put me off, saying his schedule is fully booked, though he was aware 3/7 that our project needed to be scheduled. This morning I called again and he again put me off with the same excuse without even offering to schedule an appointment next week. The health department cannot complete their inspection until the documentation is submitted and it can't be submitted without Mr. ******* signing off on the project. Having the drain field exposed is holding up the progress of our construction and it is unfair for us to be held hostage by this person. Even if he scheduled something for next week, it would be a month that he has kept our project in limbo without explanation. This is beyond unprofessional. After my phone call this morning with Mr. ****** I decided to fire the company for cause and now I will have to hire someone else to complete the as built documents. I would like Cascade to refund me the money it will cost me to hire a new company to complete this work which I have been told will be between $1500 and $2000.

      I am very sorry you feel this way.  Your proposal for the asbuilt inspection was based on one site visit and that the site be ready for inspection. There have been several hours of drafting completed in preparation for the final inspection.  To date, after being told the system was complete and functional, *** has travelled to your site for inspection at least three times.  
      The first visit he was only able to measure portions of the discharge area because no power was provided to one pump station (PS).
      The second visit he was only able to observe the pump test PS #1 to the discharge area after the pump was powered by a generator and extension cord from the partially constructed house.  The pump alarm system and switches had not been wired, therefore not tested.
      The third and supposedly last inspection was to 1) Test PS #1 alarm system and and switches and confirm the electric power to PS #1 was complete, 2) Inspect PS #2 for power and observation of it's alarm system that pumps waste from the garage to PS #1, 3) The float switches in PS #1 & PS #2 were to be measured, tested for function and calculating the flow from each pump., 4) The grading and backfill was to be verified, 5) The trench backfill between PS #2 to PS #1 and PS #1 to drainfield was to be evaluated (backfill was soft needing additional compaction), 6) The site grading around the distribution area and areas north where the roof drains were to be placed was covered by spoil piles.  The system was not ready.
      On Thursday March 6, 2025 *** ******, P.E. visited your project site arriving at 6:40 a.m. for a pre-planned 7 a.m. inspection.  This inspection was confirmed the afternoon before.  There was no one at the site.  *** walked the site inspecting the general area.  He measured the force mains from house to distribution area and took various photos.  He looked at the house's electrical panel.  Three circuits installed and apparently live, two for septic and one for general. He looked at the garage septic tank and switch/alarm etc. It did not start.  *** left the site at 7:20 a.m. With no one showing up and returned to the office. He did not receive any telephone contact from either the contractor or septic installer. 
      Due to the no-show and the fact the site was not ready because the switch/alarm would not start, the inspection needed to be re-scheduled. We have other clients on ***** schedule and due to the no-show, we were not able to come out until the next open day on ***** schedule. Unfortunately, the next availability is the week of March 31st. I am sorry that this was not soon enough for you.  If the site had been ready for inspection and the appointment had been kept, your asbuilt would be completed at this time.

      I am rejecting this response because: Their tale of the 3 prior visits is not at issue. We informed them more than 2 weeks ago that the permanent power was in place and I have made multiple calls to try to set up a follow. If it is actually true that there was an appointment time available on the 31st this is the first I am hearing about it. I have called almost everyday since last wednesday trying to make such an appointment. *** **** promised me last week and again this Monday that he would talk to *** and get it scheduled by today, but has never called me back to set up any appointment. When I called *** himself this morning, he just put me off saying he didn't know when his next appointment was. When I called the office and spoke to ******, who i was told was their office manager she did not even offer that date as an option. The way they tell it makes it sound like they have been above board, but they have not. If they had offered it I might have taken it, but the way I have been jerked around by these people I am pretty convinced that they are just making it up to save face.

      Cascade Surveying &Engineering, **** has provided engineering services for 55 years.  We understand the permitting process can be very frustrating.  We make every attempt to inspect the project site in a timely manner, putting inspections first in our scheduling queue.  At the first inspection, we were told your site was ready to inspect.  Upon visiting the site it was not ready.  When we were notified it was now ready to inspect, we performed another site visit, only to find, once again, it was not ready. A third time we were notified it was ready to inspect and it was still not ready.  We have made several attempts to inspect in a timely manner, before others in our scheduling queue, and we have been no-showed at the last inspection. Please understand that because of the many times we have been out and found that the site was not ready, you have been put back in the scheduling queue.  Because of this, it is not fair to put your inspection above others that have been waiting with their site ready to inspect.  Our planner, ***, indicated to you that we were currently scheduling in the week of March 31st, but you had already decided to end our services.

      I am rejecting this response because: they are lying. They never offered me a date for the inspection. And I am glad I fired them. The new person I hired came out next day and had the as built done in 3 days. We have already had the health **** out and have been approved for back fill.
